The Vietnamese military needs to get involved in business activity, but the scope of it is larger than the public may understand, Deputy Minister of Defense Nguyen Chi Vinh has said. (VEN) - Japan is now the largest donors among bilateral Official Development Assistance (ODA) donors to Vietnam. Since 1992, the total Japanese ODA capital provided to Vietnam has reached JPY2.118 trillion, equal to more than US$20 billion. According to the Minister of Planning and Investment Bui Quang Vinh, there were fiscal years when Japan assisted Vietnam with capital equivalent to 40 percent of its total ODA. Therefore ODA had become a major resource for Vietnam. Most of the large irrigation, infrastructure projects and electricity, water supply and urban construction works in Vietnam have been sponsored by the Japanese ODA.
