Hanoi starts fining people for not wearing face masks in public

The Hanoitimes - Hanoi is determined to contain the spread the pandemic, stated mayor Nguyen Duc Chung. From August 7, Hanoi will penalize people who do not wear face masks in public and request strict compliance of anti-coronavirus measures at offices and public places across the city. Prime Minister Nguyen Xuan Phuc addresses the meeting of the National Standing Committee for Covid-19 Prevention and Control on August 7. Speaking at the meeting of the National Standing Committee for Covid-19 Prevention and Control on August 7, Chairman of the Hanoi People's Committee Nguyen Duc Chung said that the city is at high risk of infection in the community. Therefore, local people's awareness of preventing and fighting Covid-19, such as self-isolating, wearing face masks in public, washing hand with disinfectant, keeping a safe distance between people is key to prevent the novel coronavirus from spreading. Given the complicated developments of Covid-19, the city also proposed Prime Minister Nguyen Xuan Phuc issue a higher warning level in the capital city. Hanoi is determined to contain the spread the pandemic, stated mayor Chung. On August 5, Ho Chi Minh City, the largest city in Vietnam, officially required people to wear face masks in public places as well as applying administrative sanctions for anyone who does not comply with the regulation. Prime Minister Nguyen Xuan Phuc emphasized at a recent meeting that wearing face masks is compulsory, especially in public places, big cities, pandemic-hit areas. Local authorities are requested to control the supply and trade of face masks. Hanoi continues to implement precautionary measures namely contact tracing, wear of face masks in public places, as well as banning bars, karaoke parlors, sidewalk stalls, festivals, and sporting events with massive gatherings. ‘Culture of safety’ absent from Vietnam roads

Editor’s Note: Greig Craft is the American founder and chairman of Asia Injury Prevention Foundation, a nonprofit founded to combat the growing traffic crisis in Southeast Asia. Craft has lived in Vietnam for 25 years. Tuoitrenews recently talked to him about road accidents in Vietnam and the use of crash helmets on the road. Vietnam has yet to develop a so-called “culture of safety” because many people still opt for substandard helmets, the man complained. He suggested that those who use fake protective headgear, along with its producers and dealers, should be fined as they are committing “a crime against the nation,” whereas Vietnamese authorities have just overturned a law that punished passengers for wearing substandard helmets. The country should teach children on road safety from a very early age and make it an inherent part of the school curriculum if road accidents are to be tackled. Vietnam ranks 13th worldwide by population (with 87 million people). It is a country of young people with a third of its population aged ten to 24 (according to UNFPA in 2011). Thirty million people use motorcycles for daily transportation. How important are helmets to a young country like this?  Road casualties are preventable by the simple act of wearing a helmet. Certified helmets are proven to reduce the risk of death by 42 percent and severe injury by 69% in the event of a crash. From a human perspective, it is a great tragedy of personal loss and heartbreak when a loved one is lost in the blink of an eye because they did not wear a helmet. The economic cost is alarming, with Vietnam losing 2.9% of GDP every year due to road traffic crashes. This affects everything from poverty reduction to public health and to the overall well-being of the whole country. Sector partners promote road safety awareness for children in Vietnam

In the lead-up to the new year, the U.S. Consulate General in Ho Chi Minh City joined representatives of the Vietnamese government and UPS Vietnam to promote child helmet safety and encourage safer behaviors of students, teachers, and their parents on the roads at a closing event for the Safety Delivered program. At the event, representatives of AIP Foundation, the U.S. Consulate General HCMC, UPS Vietnam, and Ho Chi Minh City officials of the Traffic Safety Committee, Department of Education and Training, and Public Security Agency joined students, parents, and teachers at program schools to raise awareness of the life-saving importance of helmet-wearing among children and in communities. The event showcased achievements in child helmet-wearing at program schools through Safety Delivered activities and featured an award ceremony to winners of AIP Foundation's "Three Steps, Be Safe" helmet safety dance competition, which also received a creative submission from the U.S. Consulate General HCMC. The Safety Delivered program is supported by The UPS Foundation and implemented by AIP Foundation in Cambodia, India, Myanmar, Philippines, Thailand, and Vietnam. The program aims to reduce road crash injuries and fatalities among vulnerable motorcyclists by working with young drivers to improve their driving behaviors and by increasing child helmet use. In Vietnam, the program delivers road safety education to children and promotes access to safe equipment through the distribution of helmets. Through its work, AIP Foundation has expanded to advocate for and shed light on the need for increased helmet quality in Vietnam to better protect vulnerable road users. PV …
