Police in Ha Nam Province, northern Vietnam on Sunday arrested a man who allegedly beat a three-year-old boy and locked him in a freezer for several hours. Officers under the provincial Department of Public Security confirmed they had apprehended Nguyen Truong Giang, 25, on murder charges. Preliminary information showed that three-year-old N.H.D. went to Giang’s milk tea shop next to his house at around 3:20 pm on Saturday. There were no customers at the time, while Giang was washing the glasses and cleaning up the venue. D. drank some milk tea from a glass on a table, ate cookies from the counter, and kept asking Giang to play with him. Apartment buildings near collapse in northern Vietnam city
An apartment building on Da Nang Street in Van My Ward of Ngo Quyen District comprises 1,288 apartments housing more than 4,200 people. Built between 1975 and 1980, the building has been seriously downgraded. Every time there is a storm, local authorities must evacuate residents. Hai Phong has 178 apartment buildings, hosting 7,000 households, that are in so poor conditions that they need to be demolished. The city's Department of Planning and Investment earlier this month invited bidding into 10 new apartment blocks that are expected to accomodate nearly 4,500 households from the dilapidated buildings. The walls of one building have grown mossy and peeled. Of the 10 buildings, each rising five stories, some blocks have been classified as dangerous, which means residents must be moved out. Man faces murder charge for strangling, stashing boy inside freezer
Nguyen Truong Giang, 25, was detained by Ha Nam police Sunday for behavior that may constitute a murder charge. Giang said that at 3:20 p.m. on Saturday, a 3-year-old neighboring boy had come to his milk tea store, rented from boy's family. The boy drank a glass of milk tea, followed Giang into the kitchen for biscuits, then sat on his bed and ate. Giang said he was annoyed that "the boy asked him to play multiple times," so he threw a metal club at the boy, hitting his head. The boy fell to the floor and wailed. Giang tried to calm him down but failed, so he began to pin him to the ground. When the boy screamed for his grandfather's help, Giang used a shoelace to strangle him, placed him in a carton box and put it inside a freezer. Seriously-burnt boy in desperate need of support
An 11-year-old boy severely burnt in a gas cylinder explosion while trying to save his adoptive mother is calling for help. Nguyen Huu Chinh, 11, was born in a very poor family in the province of Soc Trang’s Ke Sach District. He had nine brothers and sisters, but three have died. In 2020, a local couple adopted Chinh. Since then, Chinh has worked for his adoptive parents’ duck farm. Chinh and his mother In August of the same year, when Chinh was at the duck farm, a gas cylinder on his adoptive parents’ boat suddenly exploded. At that time, his foster mother was cooking. He rushed to save her but failed. Both of them were hospitalised, with up to 64 percent of Chinh’s body burnt, while his foster mother died of serious injuries. Phu Quoc probes illegal constructions in protected maritime areas
Functional forces in the Mekong Delta province of Kien Giang on Sunday inspected several tourist bungalows built without permission in Ham Ninh Commune of Phu Quoc Island City, where tourism is booming. The inspection came following Tuoi Tre (Youth) newspaper’s report on the illegal constructions that have become commonplace in the popular resort island off southern Vietnam. The illicitly-built tourist bungalows encroached on the Phu Quoc marine protected areas. They were constructed on concrete pillars firmly planted into the ground below the water and connected to the shore via a wooden boardwalk. Local authorities have granted construction certificates to none of these tourist bungalows, some of the owners of the structures admitted.
