VIETNAM BUSINESS NEWS APRIL 13

Vietnam gas consumption to double in next 10 years: Fitch Solutions Gas demand is expected to rise from about 9.7 billion cubic meters (bcm) in 2020 to above 25.3bcm in 2030, while influx of LNG helps to counter the decline in domestic production. Vietnam’s gas consumption is predicted to accelerate strongly over the coming decade, more than doubling, over the duration of the upcoming Power Development Plan VIII (PDP VIII) [2021-2030]. “The potential of the Vietnamese gas market is strong,” stated the Fitch Solutions in a note, saying in comparison to markets similar in terms the size of the consumer market as measured by population, Vietnam appears undersupplied in gas both in terms of absolute consumption volume and per capita. The domestic gas network is also found deficient with Vietnam ranking 15th out of 17 Asia-Pacific gas markets as per the CIA Factbook in terms of total gas pipeline length, despite having historically been self-sufficient in gas. The current gas demand is predicted to be more than double over the next decade, from about 9.7 billion cubic meters (bcm) in 2020 to above 25.3 bcm in 2030. It is also expected that influx of LNG will help counter the decline in domestic production. However, long-term growth has the potential to far outpace the current forecast, as more projects in the pipeline gain clarity and are brought online, stated Fitch Solutions. Under the draft PDP VIII, the Ministry of Industry and Trade (MoIT) outlines ambitious growth targets for power generation from natural gas and renewables. The share of gas-fired generation capacity is forecast to grow from about 14.9% in 2020 to 21% in 2030 and further to 24% in 2045, while that for renewables is expected to increase from 9.9% in 2020 to 29% in 2030, and to over 40% in 2045. “These are expected to occur at the expense of coal and hydropower, which are more pollutive and environmentally damaging to produce domestically,” added Fitch Solutions. Cong Phuong’s last-gasp penalty helps HAGL edge past Nam Dinh FC

>>> Quang Hai stars as Hanoi FC trounce Quang Ninh Coal in V.League 1 The centre-stage match of Round 9 took place in nail-biting fashion with an exciting chase of seven goals. It had been looking like an absolute win for HAGL as they cruised to a 3-0 lead after only 28 minutes, but Nam Dinh proved things were not so easy for the hosts. Nguyen Van Sy’s side fought back to equalise the score before Cong Phuong struck the winning goal to hand HAGL their fifth consecutive league triumph, thus helping them retain hold on top of the table with three points clear. Inspired by the home-advantage, HAGL proactively attacked right from the start and went two goals in front within the first nine minutes. Cong Phuong opened the scoring with a low drive toward the far bottom corner in the seventh minute before Minh Vuong skewed a long-range volley to double their lead just two minutes later. Nam Dinh created few highlights in their attacks, but they managed to pull a goal back late in the first half as midfielder Hoang Xuan Tuan fired an unstoppable rocket toward the far high corner from a distance of 30 metres to put an end to the hosts’ five-game run of clean sheet. After the break, HAGL slowed down their pace to defend their advantage and wait for counterattacks. Prior to the match, they had scored five times from counterattack situations. However, Kiatisuk’s tactics did not work in the Monday game. The hosts wasted attacking opportunities and conceded a second goal in the 64 th minute as Nam Dinh were awarded a penalty and striker Rodrigo made no mistake in shooting past goalkeeper Tuan Linh to revive their hopes for a resurgence. Citizen engagement makes Covid-19 fight successful in Vietnam

Improving governance will prove extremely useful in managing other unexpected emergency situations in Vietnam, said Australia’s Ambassador to Vietnam Robyn Mudie. Citizen engagement and anti-corruption efforts have a positive correlation with Vietnam’s ability to respond to the Covid-19 pandemic. UNDP Resident Representative in Vietnam Caitlin Wiesen at the launch UNDP Resident Representative in Vietnam Caitlin Wiesen made the comment at the launch of the 2020 Provincial Governance and Public Administration Performance Index (PAPI) report today [April 14], assessing citizen experiences with national and local government performance in governance, public administration, and public service delivery. Wiesen referred to the incremental improvement in national governance and public administration performance from an average score of 35.4 in 2016 to 37.8 in 2020, with Control of Corruption in the Public Sector showing the strongest improvement. Steady improvement of PAPI scores in the 2016-2020 period. “Bribes seemed to reduce for state employment, public health-care services, land use rights certificates, fair treatment by primary school teachers and construction permits,” said Dr. Paul Schuler, professor of Political Science at University of Arizona, on this subject. Schuler, however, warned more citizens saw incidents of diversion of state funds for own use by public officials in 2020. Control of Corruption in the Public Sector shows strongest improvement.
