Health ministry provides guideline for pre-COVID-19 vaccination screening

For those with precautionary factors, they should be sent to the hospital for inoculation and monitoring. Injections are contraindicated for those with immunisation contraindications. Eligible subjects include persons 18 years of age or older who are not hypersensitive to the active substance or to any of the excipients listed in the vaccine ingredients. The vaccinated persons are examined, and if eligible, will be consulted and sign a consent form to vaccinate. The injected persons’ databases will be recorded and stored using universal health record management software. On the same day, the north-western province of Dien Bien administered the first shots of the AstraZeneca COVID-19 vaccine to frontline health workers at its temporary hospital for coronavirus treatment at the medical centre of Dien Bien Phu City. On the first day, 80 of the hospital’s 172 staff members were given injections, with every necessary measure taken to ensure absolute safety. Also, on March 18, Bac Ninh Provincial People's Committee agreed to use VND 185 billion to carry out COVID-19 vaccination for about 300,000 people, including forces working in medical establishments, participating in epidemic prevention and control, and local police and army forces, along with the poor and social policy beneficiaries. Meanwhile, the first six people who were vaccinated with COVIVAC – the second home-grown COVID-19 vaccine after NANOCOVAX – are stable, with only one person experiencing mild pain at the injection site. Art exchange program “Vietnam aspiration” confirms trust in the Party

The program told a story of Vietnam’s new page of history, national independence and freedom, national renewal and development, and aspirations for a mighty, civilized, and happy Vietnam as the 13th National Party Congress has envisaged in the vision of 2030-2045. The story was told by touching artistic images, music, lyrics, documentaries, and historical witnesses. Associate Professor Doctor Nguyen Manh Ha, Former Director of the Institute of Party History - Ho Chi Minh National Academy of Politics, said, “The Communist Party of Vietnam masters an ingenious art of leadership. Our Party and leader Nguyen Ai Quoc actively cooperated with the Allies to jointly fight against the Japanese fascists. Thanks to such cooperation, we were able to grasp information. Ho Chi Minh at that time promptly convened the National Party Congress because we learned that the Allies would enter Vietnam by the end of August 1945 and the Japanese Emperor would declare surrender. Being well informed and led by the Party and leader Ho Chi Minh, the Vietnamese people gained independence in two weeks.” Lt. Gen. Dang Quan Thuy, former Vice Chairman of the National Assembly and former Chairman of the Vietnam Veterans Association, said, “All the journeys we have passed were marked by success under the leadership of the Party. Questions arise over how Vietnam will implement plan for vaccine passports

Luu The Anh, deputy director of Medical Solution Center of the Viettel Business Solutions Corporation, said that the unit is currently working closely alongside the Ministry of Health and other relevant ministries in order to carry out a "vaccine passport" plan. Vaccine passports will allow people to track the vaccination history of themselves or their family members after being inoculated. Once given the COVID-19 vaccination, individuals will then be given an injection certificate and a QR-Code confirmation. Management agencies will be primarily responsible for information and data which can serve the implementation of the COVID-19 vaccination programme and provides tools in which to monitor information regarding vaccinated people. From the perspective of the approach taken by the local health sector, Minister of Health Nguyen Thanh Long stated that the "vaccine passport" is actually a certificate proving that individuals have had two full jabs of the COVID-19 vaccine. This will be regulated by the Law on Prevention and Control of Infectious Diseases and the International Health Quarantine Regulations which allows vaccine passport holders to not be isolated or to be tested for COVID-19 due to some countries still requiring negative test results. At present, the country is working with partners globally on the acceptance of the "vaccine passport" through a QR-code. After receiving two shots of the vaccine, the information system will be updated to provide an authenticated QR-code for people. When going abroad, people will be able to scan the QR-code, access the right data source, and verify information regarding their injections. Currently, the Ministry of Health and Viettel Military Industry - Telecommunication Corporation are attempting to pilot COVID-19 vaccination sites in order to evaluate the capacity and compatibility of facilities in which to deploy the "passport vaccine" plan. “In the time ahead, when going to be vaccinated, people have to …
