Passenger buses and taxis are only allowed in special cases such as providing food and necessities to the stores. The Road Directorate of Vietnam must make sure that all bus stations have stopped all inter-province and local passenger buses. The departments of transport will consult the people's committees what cases can be excluded from the ban. The Ministry of Transport also reduced the number of flights on Hanoi-HCM City route to two two-way trips a day and one two-way trip on Hanoi-Danang and HCM City-Danang routes.
