Problems have arisen in mass application of online teaching in Vietnam during the social distancing time. Experts believe that the schools which first applied distance training appeared in 1870s in the US and early 1890s in the UK. In Vietnam, distance training modes were first applied in 1990s and they became more common after 2000s thanks to the internet and education market development. The appearance and popularity of internet, digitized data and software technology recently have given a strong push to the development of distance education. This mode of learning can be applied within schools, but also at other institutions and many different fields, with no limitation in boundaries, space and time. The obvious advantages of distance education and training are flexibility, convenience and economy, which satisfies the learning demand of high numbers of students at the same time. However, a lot of problems arose when Vietnam began organizing online teaching on a large scale during social distancing. The most obvious problem is the lack of facilities for online teaching and learning. Not all students and teachers have laptops or smartphones, and not all families have members with proficiency in technological skills. The problem is more serious in remote and difficult areas. Online teaching requires learners to look intently at a screen. It becomes a boring one-way interaction between teachers and learners. Experts have recently mentioned a problem in Vietnam which has existed for a long time that during lessons: teachers just talk and students just write down. And the problem may become even more serious with online teaching if teachers cannot design their lessons well. Because of age characteristics, primary school children find it difficult to concentrate on lessons and they are easily distracted. Many elderly people join 2nd stage of Nano Covax vaccine trials A total of 367 volunteers, including 30 aged over 60, have been injected with Nano Covax, Vietnam’s first homegrown COVID-19 vaccine candidate, in the second phase of its human trials, according to the Military Medical University. The second stage has been conducted by the university and the Ho Chi Minh City-based Pasteur Institute since February 26. It has been carried out at the university in Hanoi and the medical centre of Ben Luc district in the southern province of Long An, with the participation of 560 volunteers aged from 12-75, including 80 aged over 60. They will receive two doses of either the vaccine or the placebo AIPO4, with an interval of 28 days. Each volunteer will be monitored for 12 months after the first dose. Volunteers receiving shots on the morning of February 26 will receive the second doses in late March. Lieutenant-General Do Quyet, Director of the Military Medical University, said since the trial sees the participation of volunteers with underlying health conditions, competent authorities have been prepared for all scenarios and ensure safety for all volunteers. Results of the trial will be announced in May 2021 before preparing for the third-stage trial during which only one single shot of the vaccine will be administered to 10,000-15,000 people from both domestic and foreign pandemic-hit regions, Quyet added. According to the Government Inspectorate, the Ministry of Labor, Invalids and Social Affairs has yet to pay due attention to the legitimate rights and interests of people employed abroad and come up with suitable measures to help reduce worker costs. "For a long period of time, the ministry has not been able to manage or control official and brokerage fees of businesses running the service, which had caused workers (who in fact are all poor) to pay a large amount of money even when the policy of receiving markets (Japan and Taiwan) does not require them to pay." The conclusion of the inspectorate was announced at a Thursday meeting by its deputy head Tran Ngoc Liem. Government inspectors had looked into what had been achieved and what had been done wrong in sending workers abroad under contracts from six provinces in northern and central regions, including Vinh Phuc, Phu Tho, Hai Duong, Hung Yen, Nghe An and Ha Tinh, in the 2013-2018 period. They pointed out fee regulations applied to Vietnamese workers in Japan are not in line with Japanese policies or the agreement signed between the two countries, which had affected laborers. Due to the loose management of the ministry’s Overseas Labor Management Department, workers had been made to pay a "very high fee of $7,000-8,000 per month," the inspectorate stated. In many cases, the high fee had forced many Vietnamese to remain abroad after their contracts and visas had expired to recover their costs, it noted. As for the six provinces, the inspectors said authorities there had also failed to fulfill their duties, while companies providing "study abroad" consultancies in fact feeded the foreign labor market. Inspectors also discovered laborers that had voluntarily, or through a broker, gone abroad to "travel, visit relatives or get married", then stayed behind to work illegally.
