Aiming to create opportunities for passengers entering Vietnam and enterprises, Prime Minister Nguyen Tan Dung has issued Decision 39/2015/QD-TTg amending some points of regulations on duty-free goods business, in combination with Decision 24/2009/QD-TTg on February 17th, 2009 and Decision 44/2013/QD-TTg on July 19th, 2013. Under Decision 24/2009/QD-TTg on February 17th, 2009, enterprises were just allowed to sell duty-free goods for passengers on flights from Vietnam to other countries. Decision 39/2015/QD-TTg introduces additional points that passengers will be permitted to buy duty-free goods on flights to Vietnam from November 1st, 2015. Meanwhile, Decision 44/2013/QD-TTg on July 19th, 2013 regulates after finishing entry procedures, passengers are permitted to buy duty-free goods at airports where they enter Vietnam. From July 1, 2009, those who enters Vietnam will not be allowed to buy duty-free goods, according to a decision recently issued by the Prime Minister. According to the new regulations, those who are entitled to duty-free goods are people who leave the country, passengers in transit and passengers on international flights of Vietnamese carriers and joint ventures. (VEN) - On July 19, 2013 the prime minister signed Decision 43/2013/QD-TTg, amending and supplementing some clauses of the regulation on sale of duty-free goods, including one clause that oulines the conditions for purchase of duty-free goods by passengers entering Vietnam. The Decision was issued together with the Prime Ministerial Decision 24/2009/QD-TTg. Earlier, according to the Prime Ministerial Decision 24/2009/QD-TTg, persons eligible for purchase of duty-free goods are only applicable to passengers on exit or in transit, passengers onboard international flights of airlines set up and operating under Vietnam's laws, crew members working on international seagoing ships; and agencies, organizations and individuals entitled to diplomatic privileges and immunities. Prime Minister Nguyen Tan Dung has signed a Decision that will permit international visitors and overseas Vietnamese to purchase duty free goods on arrival in Vietnam from September 15. The Decision revised some clauses on an earlier regulation for duty free shopping on arrival in Vietnam. Accordingly, duty free shops under management of Vietnamese Customs at border gates, airports, seaports, roads and railways will allow for duty free shopping from September 15. Henceforth, visitors arriving into Vietnam from overseas can make purchases at duty free shops after clearing customs, but not after exiting customs security area.
