A 20-year-old resident of Nam Dinh Province in northern Vietnam was apprehended on Friday for shooting to kill two people in Nam Dinh and Bac Ninh, another northern province, this week over personal conflicts. The Bac Ninh People’s Procuracy informed that it had approved the provincial police’s decision to arrest Le Nguyen Minh Tuan, 20, who is the suspect. Tuan declared that early on Friday morning, he came to Huong Xuan – Sky karaoke and massage parlor in Tu Son City, Bac Ninh Province and met Thiem, 33, the parlor manager, and his wife. Tuan said Thiem often placed pressure on him and gave him a talking-to. According to the Bac Ninh Police, Tuan asked Thiem, “Have you done anything wrong to me?” Tuan later took out a gun and asked, “Do you think this is a real gun?” Thiem smiled and was shot dead. Six people including a six-month-old baby cradled in the arms of her 17-year-old mother were shot dead at a home in California's main agricultural valley on Monday in what authorities called a targeted attack and "horrific massacre." Tulare County Sheriff Mike Boudreaux linked the killings to the illegal drug trade, saying deputies had conducted a drug-related search warrant at the same home last week. "We believe this was a message being sent," Boudreaux told reporters at the scene. "We believe that this was a targeted family." Two suspects remained at large, he said. "Los Angeles County Sheriff's Homicide detectives are responding to assist Monterey Park Police Department with a shooting death investigation. There are nine deceased," the department said in a brief statement. "There is no additional information available at this time." The gunman tried to carry out another shooting at a separate club just minutes after the first one on Saturday night, but authorities said two bystanders wrestled the man's weapon away from him before any shots could be fired. He fled that scene. Police responded to a report of a shooting at Starts Right Here, which runs a program for at-risk youths, and found three people wounded, two of them critically. "Those two people, both students, are dead now at the hospital. The third person, who is an employee of the school, is in serious condition," said Paul Parizek, a spokesman for the Des Moines police department. He said he did not know the age of the deceased. Authorities say Huu Can Tran opened fire during a celebration of the Lunar New Year at the Star Ballroom Dance Studio, popular in the predominantly Asian American city of Monterey Park, east of Los Angeles. The death toll rose to 11 on Monday. Six victims were shot dead at the 6800 Block of Harvest Road, Tulare County Sheriff Mike Boudreaux told reporters on Monday. Boudreaux added there were at least two suspects who had not been caught. We believe that there are gang associations involved in this scene, as well as potential narcotics investigations," Boudreaux said. Half Moon Bay is about 30 miles (50 km) south of San Francisco. Deputies responding to a call found four people dead and a fifth victim wounded at the first location in Half Moon Bay, then found three more dead at another place nearby, Sheriff Christina Corpus told a news conference. One of the locations was a mushroom farm, the San Francisco Chronicle said. Video on ABC 7 from the Bay Area showed the arrest as two men in plainclothes and one uniformed deputy, guns drawn, ordered the man out of his car.
