Under the 2015 Paris Agreement, nations agreed to limit global warming to "well below" two degrees Celsius (3.6 degrees Fahrenheit) and as close to 1.5C as possible. The UN's top science panel says that 1.5C would require a radical drawdown in fossil fuel usage. Delegates are gathered in Madrid negotiating how to implement the Paris pledges. In the first nine months of this year, exports to this market dropped five percent to US$2.5 billion compared to the same period last year. Australia became the 13th largest importer of Vietnamese goods, lagging far behind the US, China, Japan, and the Republic of Korea (RoK). The activities of Chinese vessels in Vietnam's waters have seriously violated international law and gone against agreements reached between senior leaders of the two countries. President of the Vietnam Society of International Law (VSIL) Dr. Nguyen Ba Son President of the Vietnam Society of International Law (VSIL) Dr. Nguyen Ba Son has sent an open letter to the President of Chinese Society of International Law (CSIL) Prof. Huang Jin. The letter stated that the activities of the HD8 and other Chinese vessels in Vietnam’s waters seriously violated international law, especially the 1982 UN Convention on the Law of the Sea (UNCLOS), and was contrary to agreements between the leaders of the two countries, negatively affecting the traditional friendship between the Vietnamese and Chinese people.
