Vietnam wins UN Security Council seat
The General Assembly, on 16 October, elected Vietnam, Burkina Faso, Costa Rica, Croatia and Libya to serve as non-permanent members of the Security Council for two-year terms starting 1 January 2008. Vietnam, Burkina Faso and Libya were chosen after one round of balloting this morning but Costa Rica and Croatia needed three rounds to achieve the necessary two-thirds majority of those present and voting for the seats, which are allocated along geographical lines. The newly elected countries will replace Congo, Ghana, Peru, Qatar and Slovakia when their terms on the 15-member body expire at the end of this year. The terms will mark the Council debut for both Viet Nam and Croatia, while it will be the second occasion for Burkina Faso (previously served in 1984-85) and Libya (1976-77) and the third stint for Costa Rica (1974-75 and 1997-98). PM Nguyen Tan Dung in one session of UNSC Viet Nam will undertake the chair of the United Nations Security Council Committee on Sierra Leone in 2008, a Vietnamese representative to the UN Security Council said. In addition, Viet Nam is also assigned the deputy chair of the Security Council Committees on Lebanon, the Democratic Republic of Congo and the Counter Terrorism Committee, Ambassador Le Luong Minh told the Viet Nam News Agency after he attended the council’s meeting on January 3. Ambassador Minh said the January 3 session focused on discussing the council’s working agenda in January. UN Security Council approves no-fly zone in Libya
Jubilant Libyan rebels in Benghazi erupted with fireworks and gunfire after the UN Security Council voted on March 18 evening to impose a no-fly zone and permit "all necessary measures" to protect civilians. The opposition, with devoted but largely untrained and under-equipped units, has suffered military setbacks this week. It has said such international action was necessary for it to have any chance of thwarting Moammar Gadhafi's imminent assault on the rebel stronghold. The resolution was approved with 10 votes, including those of the United States and the United Kingdom. There were no opposing votes on the 15-member council, but China, Russia, Germany, India and Brazil abstained. Germany said it was concerned about a protracted military conflict.
