Nguyen Van Ngu from the Vocational Training Centre in Dong Da District, said: "Thanks to the delay, we will have more time to prepare for paying unemployment insurance." "This partly helps decrease companies' social insurance debts from billions of dong, like what happened before," he said. The regulations require the State, enterprises and labourers to fund the new insurance. Employees will contribute 1 per cent of their monthly salary to the fund, while employers and the State will both pay 1 per cent of the company's monthly salary fund.
