Hanoi asked to enhance State management of culture

He made the direction to the municipal Department of Culture and Sports in a March 3 meeting that reviewed its performance and discussed tasks for the time to come. The Communist Party of Vietnam has described culture as the heart and spiritual underpinning of a society, he said, and it plays a prominent role in Hanoi, as the city has been dubbed the capital of a thousand years of civilisation, the city for peace, and the city of innovation. He asked the department to follow the views and goals outlined in resolutions from the Party and the municipal Party Committee to support its decision-making and fulfil its mission. The leader also requested the department promote digital transformation in culture and sports. Hue moved on to say that the city has demanded a review of the land bank for parks and tree planting as well as space for installing outdoor sports facilities for public use. It will also financially support the construction of more than 280 cultural houses in villages, costing about VND3 billion (US$130,900) each, he said. Districts and relevant units need to mobilise resources and closely coordinate with the city to complete these projects, while encouraging the involvement of society in maintaining and operating local cultural and historic relics, he said. According to the municipal Department of Culture and Sports, the city has mobilised nearly VND1.55 trillion, including nearly VND468 billion sourced from society, to repair and restore 179 cultural and historic relics since the beginning of 2020. Department Director Tran The Cuong said the department will continue to focus on its mission to develop Hanoi into the country’s cultural hub in the future. A digital database on Thang Long - Hanoi’s culture will be established, while a strategy to develop the cultural sector in the city will be implemented, he added. …

India developer says homegrown Covid-19 vaccine is 81% effective

Indian pharmaceutical firm Bharat Biotech said Wednesday its domestically developed vaccine, criticised for being rolled out before final trials, was found in interim late-stage data to have almost 81 percent efficacy in preventing Covid-19 infection. A senior citizen waits to receive a Covid-19 coronavirus vaccine at the Rajawadi hospital in Mumbai on March 3, 2021 Questions had been raised by Indian medical experts about the effectiveness of Bharat Biotech's "Covaxin" after officials authorised it for emergency use in January even though its Phase 3 trials -- the last stage before regulatory approval -- were not complete. "Covaxin (not only) demonstrates high clinical efficacy trend against Covid-19 but also significant immunogenicity against the rapidly emerging variants," Bharat Biotech chairman Krishna Ella said in a statement. The company added that "severe, serious, and medically attended adverse events occurred at low levels and were balanced between vaccine and placebo groups". It said interim phase 3 trial results for Covaxin -- co-developed with the scientific agency leading the government's response, the Indian Council for Medical Research -- were based on 43 cases of Covid-19 among 25,800 participants. Of the 43 cases, 36 were recorded in participants who received a placebo and seven in those who were given Covaxin, pointing to an efficacy rate of 80.6 percent after two doses for those who had not previously been infected by the virus, the company added. The firm said it would share further interim analysis after 87 cases, with a final analysis planned for 130 cases. The data from the second and final studies would also be submitted to a peer-reviewed journal for publication, it added. Covaxin, alongside the AstraZeneca/Oxford shot, is one of two vaccines approved for use in India. The AstraZeneca/Oxford vaccine has been found to be about 62 percent effective in preventing infection. The Pfizer-BioNTech and …

The goal is set in a local project to preserve the endangered grey-shanked douc langurs. A study conducted in October last year by GreenViet , a non-profit organization, showed that natural forests on 30ha in Nui Thanh’s mountains are home to six families of grey-shanked douc langurs with a total 68 individuals. This is the sole visible population in the world. According to Vice Chairman of the district People’s Committee Ngo Duc An, the current priorities are to implement strict protection over the natural forest and restore 30ha of native plants to ensure food supplies and living conditions for the endangered creature. The project worth more than 64 billion VND (2.78 million USD) will work to tranform 60 ha of production forest into special-use forest and establish a natural reserve for the langur in Nui Thanh’s Tam My Tay commune. According to the project, all fields are still owned by locals thus suitable regulations will be built to ensure the rights, interests and responsibilities of people involved, with special attention paid to growing large trees and native plants to create a habitat for the langur as well as a natural ecosystem for ecotourism. As such, the conflict between human’s livelihoods and endangered fauna and flora’s habitats will be eased. Chairman of the Quang Nam People’s Committee Le Tri Thanh said the expansion of habitats and diversification of food sources for rare species are an urgent but long-term work. Quang Nam is determined not to let economic development make strong impact on or cause the loss of these precious animals, he underscored. By 2025, Quang Nam authorities are trying to change at least 150 ha of production forest to …
