* Military Region 4 (MR4) held the tenth congress of the Ho Chi Minh Communist Youth Union for the 2022-2027 tenure in Vinh city, Nghe An province. According to a report delivered at the congress, over the past five years, under the leadership and directions of the Military Region 4 Command and the Department of Political Affairs, MR4 has carried out youth programs and movements in an effective and comprehensive manner, achieving all set targets, implementing the five-year action program (2017-2022), building a strong military region, and meeting the requirements of military-defense missions in the new situation, among others. Restaurants should be held accountable for drunk drivers
The surprise came to mind again last week when I heard news about a drunk driver ramming his car into a gas station in Hanoi, injuring eight people. Vietnam has an issue with drinking and driving. This isn't a new conversation, but it remains relevant because the issue has never been resolved. There have been many takes on why this has happened. It was said that fines and other punishment for drunk driving were too low to be a deterrent. Then businesses saw their business fall drastically, at least for a while, when the fines were doubled some time ago. There have been calls for driving licenses to be permanently revoked for drunk driving and that it is made a criminal offense. Under current laws, drivers with any amount of alcohol in their system can be fined up to VND40 million ($1,708) and have their licenses revoked for up to 24 months depending on alcohol levels and types of vehicles, among other factors. Yes, it’s that wonderful time when you get a flat tire and need to find the repair shop pronto. Murphy’s Law (anything that can go wrong will go wrong!) applies here: 1) it nearly always happens when you are the furthest away from a repair shop; 2) it will happen when you are in a hurry to get somewhere; or 3) just when you’ve achieved that perfect mood to get through the day… (A note for English learners – ‘tire’ is used in America and Canada, however most of the rest of the world spells it ‘tyre’ – the rubber outside part of a wheel.)
