Hanoi invests over US$300 million per year to improve transport infrastructure

The Hanoitimes - Hanoi is facing challenges in the mobilization and use of investment capital for transport infrastructure. Over the past years, Hanoi city has spent about VND7 trillion (US$302.02 million) per year to build new roads and upgrade the existing routes to meeting rising dwelling demand, Deputy Director of the municipal Transport Department Vu Ha told Kinh Te & Do Thi. The Hanoi city government has implemented a spate of solutions to alleviate traffic congestion, including speeding up the construction of urban railways and improving roads, the deputy director said. Photo: Vo Hai He added that many key traffic works in the city have been completed, contributing to improving and upgrading the infrastructure system, effectively reducing traffic congestion, including Ring Road No.2, Vinh Tuy bridge, Ring Road No.3, National highway 1A (Van Dien - Ngoc Hoi section), the viaduct over the intersection of Nguyen Van Huyen - Hoang Quoc Viet, among others. These works are proof of Hanoi's vision of the importance of transport infrastructure for the overall development of the city, Mr. Ha stressed. However, Hanoi is facing challenges in the mobilization and use of investment capital for transport infrastructure. Shortage and misuse of capital are the main reasons for the slow progress of the city’s transport infrastructure. In the next five years, Hanoi will focus on building more roads, especially thoroughfares connecting the city’s downtown with five satellite urban areas. Besides, Hanoi will also pay attention to building the transportation system connecting the capital city with other provinces via radial routes, including National highways 1A, 3, 6, 21 and 21B; the axes of West Thang Long, Ngoc Hoi - Phu Xuyen; Ring Roads No.3.5, 4 and 5. Vietnam accelerates implementation of four major ODA transportation projects

The Hanoitimes - The disbursed amount of official development assistance (ODA) funds in Vietnam in the first nine months of 2020 stood at only VND26 trillion (US$1.12 billion), equivalent to 32.43% of the year’s estimate. The Transport Engineering Construction and Quality Management Bureau under the Ministry of Transport (MoT) is finalizing procedures for the construction of four major transportation projects financed with official development assistance (ODA). The first project is the Northern Mountain Province Transport Connectivity Project with investment capital of VND5.34 trillion (US$230.73 million), funded by the Asian Development Bank (ADB) and counterpart fund from the Vietnamese government. In early November, Project Management Unit No.2 is set to submit to the MoT technical design for two priority civil works for approval and kicking off the construction in the earliest time possible. For remaining works, the MoT would continue to review their respective technical designs in December and target commencing the construction in the first quarter of 2021, aiming to complete by 2024. The second project is the Central Highlands Connectivity Improvement Project with investment capital of VND3.65 trillion (US$157.77 million), which is financed by the World Bank and Vietnam’s counterpart fund. To date, the authority has approved the technical design and is in the process of reviewing the estimated cost for two priority civil works. The project is scheduled to start construction this December and completed by 2023. The third project is the road connecting National Highway No.91 and Long Xuyen City Bypass with investment capital of VND2.1 trillion (US$90.76 million) from ADB’s fund. Rail track linking project considered to connect Vietnam’s Lao Cai, China’s Hekou

The completion of the first phase of a project on upgrading the Yen Vien – Lao Cai railway helps increase rail transport capacity (Photo: VietnamPlus) Hanoi (VNA) – The Ministry of Transport has assigned the Railway Project Management Unit to be the investor in charge of compiling a pre-feasibility study of a potential project connecting the rail tracks from Lao Cai station in the northern border province of Lao Cai with North Hekou station in China. This is part of a recent reply from the ministry to voters in Lao Cai province regarding the Yen Vien-Lao Cai-Hekou railway project . Voters have asked the ministry to early begin the second phase of the project on upgrading the Yen Vien-Lao Cai railway, so as to meet increasing demand on the route. To ensure traffic safety and meet rising demand for railway transport in the East-West corridor, the Ministry of Transport implemented the project on upgrading the Yen Vien-Lao Cai railway, and its first phase one was completed in 2014. At present, as part of the compilation of a list of projects for the medium-term public investment plan for 2021-2025, the ministry has assigned the Railway Project Management Unit to be the investor in charge of compiling a pre-feasibility study of a potential project connecting the rail tracks from Lao Cai station in Lao Cai province with North Hekou station in China. The ministry also instructed the Vietnam Railway Authority to coordinate with relevant agencies to build linking plans and conduct procedures to speed up negotiations with China on the point of linking, laying the basis for research on the project. “However, China has yet to respond to Vietnam’s proposal,” said officials of the Transport Ministry.
