In the first half of this year, the post and telecommunication and information and technology (IT) sectors gained momentum in many areas. However, one of the pressing issues they are facing at present is how to promote the international integration process while abolishing monopoly. Director of the Danang Department of Post and Telecommunications, Mr. Pham Kim Son, said that there will be many breakthroughs in Danang's telecommunications technology in 2006. The local area network is connected to 36 departments and used effectively. In seeking solutions for a potential shortage of cell phone numbers and pre-paid subscription management, the Post and Telecommunications Ministry (PTM) has been considering an issue on service fee management: to float or not to float? In June 2007, Viettel was on the list of the regulated market-share groups along with Mobifone and Vinaphone. Under an existing regulation, the 3 businesses’ price frames are regulated while other suppliers can lower their prices to attract customers. The situation was said by experts to be unfair for competition and customers. However, according to Decision 39/2007/QD-TTg of the government, the mechanism of telecommunications fees will see a change: prices will now be determined by businesses in accordance with the price frame set by relevant agencies. The 9th ASEAN Telecommunications and Information Technology Ministers’ Meeting (Telmin-9) opened in Vientiane, Laos on Oct. 15, focusing on roaming charges, information security and e-commerce technology to reduce regional transaction costs and create an attractive investment in Southeast Asia. The meeting was attended by ministers and deputy ministers in charge of information and communications technologies (ICT) from the Association of Southeast Asian Nations (ASEAN) alongside their partners from China, Japan, the Republic of Korea and India. Participants discussed cooperation programmes for 2008-09 and human resources development.
