Ministry of Science and Technology (S & T) has established Board of directors to implement the science and technology development strategy according to Decision No 2604/QD-BKHCN. Minister of Science and Technology was elected as a head of the Board. The strategic identifies prioritization of technology applications to create varieties with high yield. Accordingly, the task of the Board is to direct, coordinate and deploy the implementation of science and technology development plan phase from 2011 - 2020; guiding ministries, branches and People's Committees of provinces and cities that are under directly central to deploy strategies; test, monitor and evaluate the implementation, annually report to the Prime Minister the results of implementation strategies; in 2016 the Board will organize preliminarily and in 2021 they will organize summary implementation of the strategy. Recently, the signing ceremony of agreement memorandum of the project to strengthen the research capacity of waste recycling technology between Koreaan International Cooperation Agency Korea (KOICA) and Hanoi University of Technology took place in Hanoi. According to this agreement, from 2013 to 2015, through KOICA, Korea Government will give Vietnam 1.5 million U.S. dollars in non-refundable aid to build center of technology development for waste recycling to strengthen capacity to retrieve valuable resources in waste. The project not only supports research and analysis equipment, but also transfers the technology of waste recycling, focusing on electronic waste (e-waste). As the project is implemented, it would contribute in the effort to achieve the goals of environmental protection strategy by 2020 and national vision by 2030, which is 85% of solid waste being recycled. On June 6th, the environment-survey delegation of NEDO Group (Japan), headed by Koichi Inove, representative of new technique-finacing funds, had a meeting with Dong Nai Province on a Project Utilizing Photovoltaic Power Generation System.
