Foreign ship arrivals down 6 percent in first two months Vietnam’s sea ports have berthed some 4,900 foreign vessels over the last two months, a decline of 6 percent year-on-year, according to the Vietnam Marine Administration. The fall was due largely to the impact of COVID-19, which is resulting in major fluctuations in the transport sector, a representative of the administration said. Despite the lower number of foreign ships, the volume of import and export goods through ports grew. In January and February, 35.3 million tonnes of imports and 26 million tonnes of exports were handled at ports nationwide. The former represented an annual increase of 14 percent while the latter was as same as that last year. In particular, nearly 1.3 million TEUs for exports and 1.2 million for imports were handled during the period, up 32 and 16 percent, respectively, year-on-year; the highest growth since the pandemic began. Quang Ninh’s Van Don airport reopens on March 3 The Ministry of Transport has decided to allow Van Don International Airport in the northern province of Quang Ninh reopen from 6:01am on March 3 after the COVID-19 pandemic has been put under control in the locality and the airport is safe to transport passengers. The airport was temporarily shut down from January 29 after an airport security staff was confirmed positive for the coronavirus SARS-CoV-2 that causes the COVID-19 pandemic. The national flag carrier Vietnam Airlines announced earlier that it will resume flights between Ho Chi Minh City and Quang Ninh on March 3, thus becoming the first to restart flights to the Van Don airport since the local COVID-19 outbreak began. Administrative reform: Personnel is the key
Another cycle of state administrative reform is coming. This is the time to review the results of the administrative reform program in the 2011-2020 period and set the orientation for the next decade. Public administration reform (PAR) is a process for all stakeholders from the public and non-public sectors. In the past decade, there were many systems to monitor the performance of the government apparatus at central and local levels, managed by organizations, associations, and non-governmental organizations, contributing to a push to improve public service efficiency. Attempts to increase rankings The chart below shows the change from zero to many measures to help government agencies at all levels examine themselves over time. The indexes contributing to the change of local public service governance and provision include the Provincial Competitiveness Index (PCI) of the Vietnam Chamber of Commerce and Industry (VCCI), the Provincial Governance and Public Administration Performance Index (PAPI) of UNDP and its partners in Vietnam. Timeline of public performance evaluation indicators In addition, many international indicators are contributing to promoting innovation in Vietnam. The country is making great efforts to increase its position in international rankings in the spirit of Resolution 02/NQ-CP on performing main tasks and solutions to improve the business environment and enhance national competitiveness in 2020. Indicators such as the UN's e-government index, the UNDP's human development index, and the World Bank's business environment are being periodically monitored by Vietnam. Can Tho office to support reintegration of returning migrant women

(Photo: VNA) Can Tho (VNA) – Another One-Stop Service Office (OSSO) was launched in Can Tho on March 3 to facilitate sustainable reintegration of returning migrant women in the Mekong Delta city. OSSO Can Tho is part of the project “Strengthening Vietnamese capacity for sustainable reintegration of returning women migrants and their households in Vietnam” implemented by the International Organisation for Migration (IOM) in cooperation with the Women’s Union of Vietnam. Funded by the Korea International Cooperation Agency (KOICA), the project has been carried out in Hanoi, Hai Duong, Hai Phong, Can Tho and Hau Giang since March 2020. OSSO Can Tho aims to provide returning migrant women and their families in Can Tho and other Mekong Delta provinces with free counselling, consultation and support services on legal advice, psychological assistance, education - training - apprenticeship, employment, loan support, health and medical care, gender-based violence prevention, family and children. It also unites local and foreign organisations in a network that offers help to returning migrant women and their family members from the Republic of Korea and other countries so they can get access to support services for sustainable reintegration.
