The draft law clearly defines principles and methods in land evaluation and adds regulations on land evaluation consultation, the official emphasized. It continues to stipulate that land price lists must be issued annually to ensure that land prices match market rules, while adding regulations on extending the use of the current land price lists until the end of 2025, giving localities time to build and issue new ones in line with the new rules. The draft also amends regulations on state budget revenues sourced from land, and supplements cases that are subject to the exemption and reduction of land-use fees and land lease. The Government’s proposal noted that land evaluation must ensure objectivity, publicity, and transparency. Speaking at the working session, Chairman of the N.A.’s Economic Committee Vu Hong Thanh asked the Government to report on the road-map to review and sum up the enforcement of laws on land use tax to the N.A., and look back on legal regulations relating … [Read more...] about N.A. Removing policy bottlenecks to facilitate businesses
Many commented that the pace of institutional reform in some sectors and fields seems to be showing signs of slowing down. — VNA/VNS Photo The Government has stepped up the reform of administrative procedures, and cut business conditions and compliance costs for businesses in recent years. But the impact of the reform process has been always in question. Thousands of business conditions and administrative procedures have been abolished or simplified, greatly facilitating businesses. In particular, many commented that the pace of institutional reform in some sectors and fields seems to be showing signs of slowing down, affecting the post-pandemic recovery process. The General Statistics Office under the Ministry of Planning and Investment reported that the whole country had 78,900 enterprises registered for new establishment and returned to operation in the first four months of this year, a year-on-year decline of 2 per cent. However, up to 77,000 businesses withdrew from … [Read more...] about Removing policy bottlenecks to facilitate businesses

The convenience of travel in Vietnam
Since travel restrictions were lifted post-pandemic, I've visited places such as Borneo, western Malaysia, Laos and India. One thought keeps entering my mind: why aren't things as straightforward as they are in Vietnam? Inarguably, Vietnam has it complications at times. The traffic can instigate road rage in the calmest of individuals, and compromises to one's safety are not limited to when you're sitting on a motorbike. But there are at least 10 reasons why a Vietnam trip is easy, and one of the best. 1. The weak currency You cannot discuss travel without talking about money. An inescapable fact that makes Vietnam one of the easiest places to travel in the world is its currency. Vietnam dong is one of the weakest in the world, with the price of one U.S. dollar often converting to around VND23,000. Usually you have to be cautious with your spending when traveling. It’s easy to be afraid of checking the converted price of food alongside one too many drinks at lunch. But in … [Read more...] about The convenience of travel in Vietnam

Uganda enacts harsh anti-LGBTQ law including death penalty
KAMPALA - Uganda's President Yoweri Museveni signed one of the world's toughest anti-LGBTQ laws, including the death penalty for "aggravated homosexuality", drawing Western condemnation and risking sanctions from aid donors. Same-sex relations were already illegal in Uganda, as in more than 30 African countries, but the new law goes further. It stipulates capital punishment for "serial offenders" against the law and transmission of a terminal illness like HIV/AIDS through gay sex. It also decrees a 20-year sentence for "promoting" homosexuality. "The Ugandan president has today legalised state-sponsored homophobia and transphobia," said Clare Byarugaba, a Ugandan rights activist. United States President Joe Biden called the move "a tragic violation" of human rights and said Washington would evaluate the implications of the law "on all aspects of U.S. engagement with Uganda." "We are considering additional steps, including the application of sanctions and restriction of entry … [Read more...] about Uganda enacts harsh anti-LGBTQ law including death penalty
New regulations slow down vaccine supply, posing risk of disease infection in Vietnam
A child is vaccinated in Binh Duong province. (Photo: VNA) HCM City (VNS/VNA) - There are increasing concerns the prolonged vaccine shortage may soon lead to the resurgence of infectious diseases in Vietnam. This comes as the vaccination rate for the Expanded Programme on Immunisation (EPI) fell short of the annual targets last year. In 2022, only three out of 20 provinces and cities in the southern region achieved the full vaccination rate for children under one year old, and the overall vaccination rate for the region reached only 79.5% due to the vaccine shortage in the EPI. According to Hoang Ngoc Mai, thanks to reserves, vaccines were still adequately supplied in the early months of 2022. However, by mid-2022, the supply was not quickly replenished, leading to a shortage of a number of vaccines nationwide for diseases such as measles, DPT (diphtheria-pertussis-tetanus), measles-rubella (MR) and polio (bOPV). To cope with the shortage, the Institute of Vaccines and … [Read more...] about New regulations slow down vaccine supply, posing risk of disease infection in Vietnam
Key issues on the global minimum corporate tax rate
Nguyen Thy Nga - President Institute of Policy Administration and Development Strategy In fact, there is no significant correlation when considering the amount of foreign direct investment (FDI) per capita or focusing only on FDI in the green sector. Other important FDI drivers such as market size, labour, stability, and the business environment play a key role in driving decisions, contributing to maintaining competitiveness and sustainable development. There is also an important distinction to be made when considering the impact of corporate income tax (CIT) on FDI by type of business activity. Lower CIT rates are more likely to impact malls than manufacturing hubs. The upcoming GMT aims to limit the race to the bottom because havens with lower rates than the GMT will not be more attractive from the perspective of profit-transforming companies than those with the correct rate as specified by the GMT. This global trend not only sets new requirements for the business … [Read more...] about Key issues on the global minimum corporate tax rate
