Viet Nam News HÀ NỘI — The latest revision of the draft law for special administrative and economic zones absorbed feedback and made changes to several items including planning and organisation of the special zone’s government, according to lawmakers. Most National Assembly deputies agreed the revision was a positive step during yesterday’s meeting to review items to be submitted to the fifth plenary session of the 14th National Assembly. The two draft laws selected to be reviewed yesterday were the law on special administrative-economic zones Vân Đồn, Bắc Vân Phong, Phú Quốc, and the law on cyber security, which according to the meeting’s president, NA Deputy Chairman Uông Chu Lưu, are two important and very technical laws that deal with modern concepts. “This meeting was a chance for specialist NA deputies to contribute their wisdom to raising the quality of laws, helping bring high consensus … [Read more...] about Concerns abound over special zone’s autonomy: NA

Nguyễn Danh Huy, general director of the Private Public Partnership Investment Project Management Department, under the Ministry of Transport, speaks to Lao Động (Labour) newspaper about the need to revise legal documents on Build-Operate-Transfer (BOT) projects. Can you explain why there is a discrepancy in the total investment fund and the long term investment return for BOT projects and who is accountable for this problem? According to Government Decree 112, the project's estimated expenditures will serve as a background for the project owner to develop their project and how to manage the project capital, not the total value of the final financial settlement. During the period of drawing up the project, the project's owner cannot calculate a precise total cost of the project's expenditures. Under Circular No 4 of the Ministry of Construction, issued in 2010, the project's total investment is based on the … [Read more...] about Special law needed to plug BOT loopholes
VietNamNet Bridge - The Ministry of Construction (MOC) has insisted that the investor, design consultant, project planner and EPC contractor must accept responsibility for the projected cost overruns of the Cat Linh-Ha Dong railway project. MOC affirmed this in its document to the Government Office following Deputy Prime Minister Hoang Trung Hai's request to clarify responsibility for the sharp increase in the Chinese ODA-funded project's estimates. The initial press release on the project said its total investment capital would be VND8.77 trillion, or $553 million, of which $419 million would be funded with Chinese preferential loans, with the remaining balance from the Vietnamese government. The Vietnam Railway Department would act as the investor of the project, and a Chinese company was chosen as the EPC (engineering, procurement, construction) contractor. However, MOT later announced that the price tag had ballooned to $891 million, or $338 million above the initial … [Read more...] about Chinese ODA-funded project: MOC says it’s MOT’s fault
The Hanoi Times - The market has fundamentally changed since MegaStar Hanoi opened in April 2006. Box offices began taking part in a fierce battle to attract audiences. With pay-TV booming in Vietnam, movies are available on many TV channels and this has changed people's attitude towards entertainment services. Most viewers share the idea: If they want to watch a movie at a cinema, they will go to a modern cinema that has state-of-the-art visual and audio equipment, with premium accompanying services. And only new, modern box offices can satisfy this requirement. The price for tickets at MegaStar Hanoi is often double that of other cinemas in Hanoi but at weekends or holidays, its eight projection rooms are always full. MegaStar Hanoi had to build two more rooms, raising its capacity to 1,400 seats. The National Cinema Centre, a state-owned firm, in late 2008 upgraded its facilities to compete with MegaStar Hanoi. The centre's director, Nguyen Danh Duong, said that they … [Read more...] about Box offices pining for audiences
