THANH HOA — Most enterprises in the central province of Thanh Hoa have failed to pay various types of insurance for their workers, according to the provincial Social Insurance Agency. As many as 79 per cent of the province's enterprises had failed to make insurance payments for workers since the beginning of the year, said Do Hoa, manager of the collection division at Thanh Hoa Social Insurance. Hoa said both small and large companies had been neglecting workers insurance payments, with big businesses such as Thanh Hoa Shipping Industry Company owing nearly VND2 billion (US$105,260) in workers insurance payments. Other insurance laggards included the Viglacera Bim Son Joint-stock Company, which owes VND1.5 billion ($78,940), and the K2 Joint-stock Company, owing VND2.5 billion ($131,570), Hoa said. On September 26 2005, the Vietnam Chamber of Commerce and Industry (VCCI) organised a dialogue between representatives from enterprises in some northern province and the Ministry of Labour, War Invalids and Social Affairs (MOLISA) and the Vietnam Labour Confederation (VGCL). This was to help enterprises to talk about their urgent issues and suggestions with officials from MOLISA and VGCL. The activity was also part of preparations for the annual meeting between the Prime Minister and enterprises in 2005. Labour relations has become an issue which has begun to attract more attention from enterprises. It has also been increasingly disputed. Voluntary social insurance attracts little interest Thuy Dung HANOI – The number of voluntary social insurance buyers has remained woefully low though numerous measures have been taken by authorities to encourage people, especially self-employed and workers without an employment contract, to voluntarily get social insurance. Most of them are people who have had participated in compulsory social insurance while self-employed laborers account for a small fraction. At a conference on voluntary social insurance last week, Tran Hai Nam, deputy head of the Department of Social Insurance at the Ministry of Labor, Invalids and Social Affairs, said the 2014 Law on Social Insurance, which went into force in 2016, contains favorable provisions for the voluntary socially insured.
