Phu Quoc to become Vietnam’s first smart city

The Hanoitimes - Phu Quoc of the southern Kien Giang Province will become Vietnam’s first smart city when it officially completed the first phase of the project on October 27. Pham Duc Long, general director of the Vietnam Post and Telecommunications Corporation (VNPT), said the corporation has completed the first phase of the Phu Quoc Smart City Project with the upgrading of e-government software and installment of cameras at designated points to manage security. It has also finished installing wireless broadcasting equipment in tourist sites under the Smart Wifi project, deploying an accommodation management software for hotels and guest houses. The e-government system has linked administrations from the commune to the provincial level, helping people and enterprises in the district complete administrative procedures online to get licenses or register their businesses. Phu Quoc is one of Vietnam’s most attractive destinations. According to Long, each resident will have a unique electronic account to deal with governments at all levels early. Four air monitoring stations and one water source observation station have been deployed in the island district. The environment monitoring system will collect, process, analyze and deliver real-time data to alert users on air and water contamination, and provide recommendations on how to respond. The VNPT also has built a safe city solution with many mobile applications that will help people report incidents (accidents, theft, acts of violating urban security) to management agencies and also help the latter respond quickly. To manage and operate the above-mentioned systems, Phu Quoc has built a centralized operation centre tasked with receiving complaints from citizens, visitors and organizations; improving traffic safety, co-ordinating emergency responses and performing other important functions. HCM City: Residents swap trash for rice in fight against plastics

Local residents can get 1kg of rice for each kg of plastics or recyclable waste, and each of them can exchange a maximum amount of 10kg of waste. Since the programme was rolled out in early September, authorities have collected more than 1 tonnes of trash for recycling. Pham Ngoc Minh, Vice President of the district’s Fatherland Front Committee, said apart from environmental protection, the programme aims to support local residents amidst COVID-19. The exchange is held weekly and will last until December, she said, adding that the programme is financed by organisations and businesses in HCM City. According to the official, more than 4 tonnes of rice have been mobilised for the programme so far. Along with rice, residents can get other necessities like cooking oil and salt, and plants. City to ensure transparent, fair and competitive environment for property market

City authorities are reviewing all housing projects to create a “more transparent, fair and competitive business environment”. — Photo sggp.org.vn HCM CITY — The chairman of the HCM City People Committee has pledged to review all housing projects in the city and work out solutions to create a “more transparent, fair and competitive business environment”. Speaking at an annual meeting with the HCM City Real Estate Association (HoREA) last weekend (Feb 27), Nguyễn Thành Phong said the city would work with agencies to address delays in “the issuance of investment policy approval for developers and ownership certificates for homebuyers”. Lê Hoàng Châu, chairman of HoREA, said over the past years, the association has submitted numerous petitions and proposals to the Government and local authorities to resolve problems related to investment and construction. Businesses have frquently petitioned the People’s Committee to speed up procedures for investment approval for commercial housing projects, he added. In 2020 alone, 61 commercial housing projects were delayed because the land they were allotted was a mix of plots with various purposes and uses, he said. “A number of projects being built on public lands were halted and are being reviewed for compliance,” Châu added. According to a report from the Department of Construction, procedures for investment approval of commercial housing projects take up to 247 working days, or 50 weeks, excluding 14 public holidays, which is too long. The association has also urged city authorities to speed up the issuance of home ownership certificates for more than 30,402 housing units in 163 projects in the city. “The Department of Natural Resources and Environment needs to work with the Department of Finance, the City Land Price Appraisal Council and other agencies to determine land-use fees for the housing projects to speed …
