A strong storm hit Vietnam in 2018 (Photo: VNA) Hanoi (VNA) – A training workshop opened in Hanoi on March 26, sharing general information of US Incident Command System (ICS) and looking to improve Vietnam’s capacity in managing and building plans in response to incidents and disasters. The event was jointly held by the Ministry of Agriculture and Rural Development’s General Department of Natural Disaster Prevention and Control (GDNDPC), the US Agency for International Development (USAID), the US Department of State and the US Forest Service (USFS). According to Nguyen Truong Son, deputy head of the GDNDPC, the command system for natural disaster prevention and control in Vietnam has shown efficiency as it gives timely directions, helping mitigate human and property losses while making rapid recovery in disaster-hit areas. Damage caused by a storm in Lao Cai last October (Photo: VNA) Hanoi (VNA) –The application of policies and advanced technologies from Japan towards reducing the damage caused by floods and landslides was highlighted at a seminar held in Hanoi on November 9 by the Vietnam Disaster Management Authority (VDMA) in collaboration with the Japanese Ministry of Land, Infrastructure, Transport, and Tourism. The event is significant for disaster prevention and mitigation in Vietnam. As a country hard-hit by natural calamities, Japan spent an average of 1.2 percent of its gross domestic product (GDP), equivalent to 60 billion USD during the 2010-2016 period, on the implementation of disaster prevention, response, recovery, and rehabilitation programmes. The event was held by the Ministry of Natural Resources and Environment and the Japanese Embassy in Viet Nam. Japan's marine and oceanographic research experience, as well as its experience in the formulation and implementation of marine policies and strategies, were shared with the Vietnamese side at the event, which was co-chaired by Vietnamese Minister of Natural Resources and Environment, Tran Hong Ha, and Japanese Minister of State for Ocean Policy, Fukui Teru. The event gathered representatives from the relevant agencies, experts and scientists in marine economic development and oceanographic research from both sides. But there’s a hitch: Asia is also waist-deep in alarming projections of deaths, damages to livelihoods and properties, and worsening inequality because of disasters and climate change. The latest assessment report from the Intergovernmental Panel on Climate Change, the world’s largest scientific body formed to study climate change, found that “People living in low-lying coastal zones and floodplains are probably most at risk from climate change impacts in Asia.
