HA NOI — All construction projects in Ha Noi, irrespective of capital sources and investment models, were expected to be managed more comprehensively, Chairman of the city's People's Committee Nguyen The Thao affirmed on Thursday. Thao said that the committee was drafting the new regulations on investment and construction management in the city in order to address ongoing problems related to the sector; fill in loop-holes in State management of construction and investment; and raise responsibilities of State agencies and investors. The city was trying to implement a "one-stop" investment procedure, but investors were still having to seek appraisal from departments and agencies, Thao said. Many investors were applying for building permission, then changing the use of the land to other unauthorised purposes, and some were damaging the environment. Apart from the ample source of finance, the country is also in dire need of expertise in project management aligned to international conventions as required by international donors for Vietnam. World Bank Country Director for Vietnam Victoria Kwakwa, speaking at the 20th anniversary celebration of cooperation with the country in Hanoi on October 17, said the socioeconomic progress the country had made partly with ODA over the last two decades was remarkable.
