Confidence-building, dialogue: Key to conflict prevention

A draft presidential statement proposed by Vietnam is the expected outcome of the meeting. Photo: VNA Participants will discuss the issue at the videoconference “Enhancing Cooperation between the United Nations and Regional and Subregional Organizations in Enhancing Confidence-building and Dialogue in Conflict Prevention and Resolution” on April 19 under the chair of Vietnam’s State President Nguyen Xuan Phuc. In a concept note circulated ahead of the debate, Viet Nam has outlined key objectives of the meeting that are intended to promote conflict prevention and resolution, including underscoring the importance of continuously strengthening cooperation between the UN (particularly the Security Council) and regional and sub-regional organizations; highlighting the need to enhance confidence-building measures and dialogue; sharing experiences and illuminating recent best practices with regard to the relationship between the UN and regional and subregional organizations, as well as among regional organizations. At the debate, non-Security Council member states will not be able to speak during the virtual meeting, due to working methods adopted by the Council during the Covid-19 pandemic. However, they will be able to submit written statements to the Security Council Affairs Division that will be incorporated in a compilation document. At the meeting, Council members are likely to underscore the need for the UN and regional and sub-regional organizations to enhance their cooperation and develop synergies on early warning, preventive diplomacy and mediation activities. Australia Covid support for Vietnam to cover vaccine storage, supply

"Australia will be exploring options to procure vaccines which we can support Vietnam with. Some of those vaccines in due course are likely to be manufactured in Australia," Mudie said at a Hanoi press conference Monday. Responding to VnExpress International on any bilateral sharing of the Covid-19 vaccine, she said that while Australia has been manufacturing AstraZeneca vaccines in the country, the current focus is on supporting Vietnam to procure vaccines from safe and reliable sources. Over time, Australia expects some of the homemade vaccines will be part of the country's contribution to Vietnam, she added. At the beginning of the conference, Mudie and Rana Flowers, UNICEF Representative in Vietnam, announced an A$13.5 million ($10.5 million) package to support Covid-19 vaccine delivery in Vietnam. Mudie said the support will help Vietnam purchase cold chain equipment to store and transport vaccine doses to where they are needed around the country. It would also fund training courses and materials to ensure Vietnam's health workers and officials are ready, and assist with the development of immunization plans in Vietnam's remote provinces to ensure equitable and uniform vaccine coverage. Flowers said introducing a new vaccine, especially for Covid-19, was a colossal task for any government with many important steps involved. Man arrested for raping, killing 5-year-old girl in southern Vietnam

Pham Van Dung, 46, is being investigated for murder and rape. He had confessed to the murder at the police station, officers told the press Monday afternoon but have yet to announce whether he had also admitted to the sexual assault of the girl after autopsy results revealed she had been raped and strangled to death. The suspect lives near the victim's house in Long Tam Ward of Ba Ria Town. Before the incident occurred Saturday night, Dung had attended a party in the neighborhood but had left early. Finding the girl amiss, her family had rushed out to look for her, only to find her lying naked and motionless in a deserted plot around 300 meters from home. Her family took the girl to a local hopsital, where she was found dead. On Sunday, Dung and his wife visited the victim's house to burn incense at her funeral. An elder sister of the victim told police she had seen Dung enticing her younger sibling to accompany him using sweets on Saturday night, Phap Luat TPHCM reported. In recent years, the sexual abuse of children has risen at an alarming rate in Vietnam. Five children were raped or physically abused daily in Vietnam between 2015 and the first half of 2019, according to Ministry of Public Security. Many cases of abuse occur in places considered safe such as homes and schools, with abusers typically known to victims, including fathers and teachers. …
