Vietnam’s leading hospital reports mass departure of staffers, doctors

Some 221 practitioners and staffers of Hanoi’s Bach Mai Hospital, one of the largest public health facilities in Vietnam, have turned in their resignation over the past year. Discussing this issue with Tuoi Tre (Youth) newspaper, Nguyen Quang Tuan, director of Bach Mai Hospital, confirmed the mass departure. Some are highly qualified medical workers who switched to better paying jobs, while a majority are less skilled staffers who became dissatisfied with the hospital’s decision to go fully self-funded instead of relying on state subsidies, or displeased at their job rotation at the facility, Tuan said. Pressure from the COVID-19 workload is also a possible reason for the mass departure, added Do Van Thanh, head of human resources at Bach Mai Hospital. While 221 had departed, the facility has also recruited 506 new practitioners and officers, many of whom hold senior medical titles. “Our hospital is striving for a change in service quality,” Thanh stated. “Pressures of changes might be the reason for many staffers to leave.” The Ministry of Health, the immediate managing body of Bach Mai Hospital, demanded a full list of resigned staffers along with an explanation from the hospital management after being informed of the situation in February. “The hospital is responsible for the administration and usage of human resources in their facility,” a Ministry of Health official stated. In a responding report submitted on March 22, the hospital leaders cited the reduced benefit package, which stems from the poor revenue that the institution reported during the pandemic, as the reason for the mass resignation. Bach Mai Hospital also requested the Ministry of Health to raise the price ceiling for medical services to improve its returns, which will help uplift the income of personnel. Hanoi public hospital’s executives arrested for price gouging of medical equipment

The Ministry of Public Security on Friday arrested and started legal proceedings against Nguyen Quoc Anh, former director of Bach Mai Hospital in Hanoi, and two of his subordinates at the infirmary for “abuse of position and authority” in the alleged price gouging of medical equipment. The two subordinates are Nguyen Ngoc Hien, former vice director of Bach Mai Hospital, and Trinh Thi Thuan, former chief accountant at the infirmary. Officers also inspected Anh and Hien’s residence on Friday evening. While the two men were in office, Bach Mai Hospital purchased a robotic system from BMS Medical Technology Joint Stock Company. The arrested inflated the purchase price of the system to VND39 billion (US$1.7 million) from its market price of VND7.4 billion ($319,000). Consequently, patients had to pay VND23 million ($990) per instance of the machine's use while the rate should have been VND4 million ($172) only. It is estimated that the arrested appropriated VND10 billion ($430,800) from patients via more than 500 cases of the system's use from 2017 to 2019. Previously, the Ministry of Public Security also arrested and began legal proceedings against Pham Duc Tuan, chairman and director of BMS, Ngo Thi Thu Huyen, BMS deputy director, and Tran Le Hoang, an appraiser of VFS JSC — which had been hired by Bach Mai Hospital to appraise the robotic system, for their involvement in the case with the charge of “fraud and appropriation of property.” Hoang is now under home arrest. Da Nang allows foreigners to buy houses in 17 projects The Construction Department of central Da Nang city has listed 17 commercial housing projects in which foreign organisations and individuals can buy units. The projects include Blooming Tower, Golden Square complex, Quang Nguyen Apartment complex, Thuy Tu urban area, Harmony Tower, and Da Nang FPT Technological Urban Area. The city also disallows foreigners from owning property in three projects, namely F-Home Apartment complex, Da Nang Diamond Tower, and IndoChina Riverside Tower. The department suggested the Department of Natural Resources and Environment and relevant agencies review the grant of licences to foreign organisations and individuals in projects that are off-limits to foreign buyers./. Coffee exports fall by over 11 percent in Q1 Coffee exports earned 771 million USD for Vietnam in the first quarter of 2021 In March alone, 145,000 tonnes of coffee were shipped abroad, bringing home 275 million USD. The figures respectively rose 18 percent and 27.3 percent month on month, but declined 21.1 percent and 11 percent compared to the same period last year. Despite a drop in both export volume and value, export prices still increased in Q1, the MARD said, noting that prices of Vietnamese coffee averaged 1,897 USD per tonne in March, up 7.9 percent from the previous month and 12.8 percent year on year. During Q1, average coffee export prices grew 6.8 percent from a year earlier to 1,801 USD per tonne. MARD statistics also showed that in the first three months, the country exported 10.61 billion USD worth of agricultural, forestry and fishery products, up 19.7 percent year on year. Meanwhile, imports hit 7.74 billion USD, up 44.7 percent. That resulted in a trade surplus of 2.87 billion USD for the agricultural sector during the period./.
