FDI focus leans into sci-tech sphere for 2021-2025 phase A number of new foreign-invested projects have been licensed already this year. In the northern region, Foxconn received an investment certificate in January for its $270 million Fukang Technology factory in the northern province of Bac Giang. The move is part of the group’s plans to make $700 million investment in the country this year. In the central region, Nghe An province granted an investment certificate for Shenzhen tech company Everwin Precision’s $200 million project, while neighbouring Quang Binh also approved investment plans for 14 projects worth $1 billion. And in the south, Dong Nai province lured over $226 million in foreign-invested projects in the first two weeks of the year, making it the highest figure in the same period in the last five years. Nguyen Mai, chairman of the Vietnam Association of Foreign-Invested Enterprises told VIR, “This is a good signal. More will be coming if Vietnam properly prepares to welcome a new investment wave.” Fresh orientations According to the Ministry of Planning and Investment, foreign-invested enterprises are gradually recovering, and some even have planned expansions. Meanwhile, foreign-invested projects aiming to tap into trade agreements are heading to Vietnam. Hanoi to invest at least 1% of GRDP in sci-tech by 2025

The Hanoitimes - Hanoi will become a smart city with digital solutions, meeting the increasing demand of businesses and local people. Hanoi’s investment in science and technology will account for at least 1% of its regional gross domestic product (GRDP), according to the Resolution of the 17th Party Congress of the Hanoi Party Committee for the 2020-25 tenure. Photo: Thanh Hai The municipal Party Committee has identified strong promotion of science, technology and innovation as a major task, a solution, and a breakthrough for the city's development. This is the first time the concept of innovation is added to the Resolution in accordance with the central direction and trends. Secretary of the Hanoi Party Committee Vuong Dinh Hue emphasized at a recent event in Hanoi that among ten major programs under the Resolution, that contains programs on promoting innovation models, economic restructuring and international integration; improving productivity, product quality, efficiency and competitiveness; rapidly and sustainably developing the capital; and boosting the development of science, technology and innovation. "These programs' successes are important to turn the city's targets into reality by 2025," Mr. Hue said. The city also aims to complete the country's leading innovative startup ecosystem by 2025, to be among the leading group in ASEAN by 2035 and in Asia by 2045," Mr. Hue added. Strategy issued for space science-technology development, application

The strategy’s overall goal is to widely apply achievements of space science and technology; selectively invest in some areas related to national defence, security, and management of natural resources and the environment; and improve the country’s scientific and technological capacity, thereby helping to safeguard independence, sovereignty, unity, and territorial integrity, promote the development of all socio-economic aspects, and ensure other national interests. Regarding the key areas for investment, the strategy targets that Vietnam will work to master technologies for designing, producing, and integrating optical sensors and radars in earth observation satellites; assemble, integrate, and examine small satellites with high and very high resolution in the country; master technologies for designing and manufacturing terminal devices, earth stations controlling and collecting satellite data, along with transponders for telecommunication satellites; and develop Vietnam’s positioning and navigation capacity and reduce its dependence on existing global positioning systems. In terms of space science and technology application, Vietnam looks to proactively and opportunely supervise and assist the making of decisions in response to widespread natural and social changes within its territory, while providing a rich diversity of telecom, positioning, navigation, and warning services based on satellite data for its people. Under this strategy, by 2030, the country will train about 300 experts and 3,000 engineers in space science and technology, upgrade about 10 specialised laboratories, and develop strong research groups on space science and technology and their application.
