CPV: In Hanoi, on May 19, the Asian Development Bank (ADB) and the State Bank of Vietnam (SBV) signed a grant of 0.6 million USD to help Vietnam develop a more effective and accountable secondary education system. In Vietnam, intensive public investment in secondary education has significantly improved schooling. While the initial emphasis was on improved access for equitable provision through expansion, the focus has gradually shifted to improving quality of service delivery. As Vietnam is becoming a middle income country, it is currently faced with a critical challenge to deliver equitable services to those who are the hardest to reach, while improving the effectiveness and accountability of education provision.
