Addressing the event, Prime Minister Nguyen Xuan Phuc said that in principle, the urban administration models in Ho Chi Minh City and Da Nang should meet the demands of each locality and ensure the unity and synchronicity of the State administrative apparatus from the central to local levels. From the pilot application of the new models, the two cities should reform the method of leadership and direction of the Party committees and administrations, while ensuring the concentrated and united management of the municipal People’s Committee and its head to suit the renovations in the operation of wards and districts towards higher dynamism and efficiency, thus meeting the demands of enterprises and locals, he said. He asked the two cities to speed up the building of e-government and the reform of administrative procedures as well as policies for public servants. The PM asked the administrative agencies at ward and district levels to improve efficiency and focus more on the people, while officials, Party members and public servants should enhance the responsibilities to the Party and people. Over the contents of draft decrees, the Government leader asked the Ministry of Home Affairs to gather opinions, especially on the role of the Chair of the People’s Committee of wards and districts when there is no People’s Council as well as the authority and duties of the Chair of the People’s Committee as the highest leader of State administration in wards and districts. He underlined the need to implement the principle of concentration and democracy in the work as well as the design of mechanism of supervising and discussion on important issues of wards and districts. Vietnam to upgrade three provinces into centrally-run cities
The Hanoitimes - The centrally-run cities are major cities being in charge of driving the development of the whole country. The Government has decided to upgrade three provinces into cities affiliated to the government, also known as centrally-run cities, by 2025. Vietnam is expected to upgrade three provincial level cities into national level municipalities. Photo: Kinhtedothi.vn These provinces are the northern province of Bac Ninh, the central province of Thua Thien-Hue and the southern province of Khanh Hoa, which will be added to the list of major cities including Hanoi, Danang, Hai Phong, Ho Chi Minh City and Can Tho. The centrally-run cities are major cities having a developed economy with a political, cultural, economic and social hub. These cities have developed infrastructure and science and technology, many higher education institutions and convenient transportation. They will be in charge of driving the development of the whole country. Bac Ninh province, 30 kilometers from Hanoi, is seen as the center of industrial and export processing zones including industrial parks of HANAKA, Yen Phong, Thuan Thanh, Gia Binh, Que Vo. In 2020, despite having to cope with difficulties and challenges posed by the Covid-19 pandemic, Bac Ninh still managed to make great socio-economic gains. Accordingly, public investment projects include the building of Phu Tho Horse Racing Ground, land allocation of the HCMC Multi-Cultural Center in Can Gio District, rebuilding HCMC Cultural Center, handing over land to the expansion of the Ho Chi Minh Museum - HCM City branch, the property right over land to upgrade the HCM City Culture and Arts College in HCMC. Regarding to socialized projects, the department has made suggestions on land allocation for Phan Dinh Phung Sports Center; delegating The Housing Management and Construction Inspection Center (HMCIC) of the HCMC Department of Construction and functional units to complete procedures to refund to Bong Sen Yamachi Co,.
