Viet Nam News HÀ NỘI — Personnel work ethic is a decisive factor in the success of the revolution, said General Secretary of the Communist Party of Việt Nam (CPV) Central Committee Nguyễn Phú Trọng at the Party Central Committee’s seventh plenary session which kicked off yesterday. The main issues on the agenda of the six-day sitting of the 12th tenure of the CPV Central Committee include personnel work at all levels, salary reform for officials, public servants, the armed forces, and workers, and social insurance policy reform, among other topics. Japan helps Ha Noi solve organic waste management (07-10-2006) HA NOI — The government of Japan will spend about US$3 million to help solve the solid waste management problem in Ha Noi. The project, signed on Thursday between the Ha Noi People's Committee and a representative of the Japan International Co-operation Agency yesterday in Ha Noi, was named: Implementation support for 3R Initiative for a sound material-cycle society. The 3R (Reduce - Reuse - Recycle) Initiative with the spirit of "Mottainai" (meaning "What a waste!") has been very popular in Japan. The project aims to promote the practice of separating domestic waste at the source, with organic and inorganic wastes to be separated by housewives before collection by the Urban and Environment Company of Ha Noi (URENCO), and will begin in Hoan Kiem District, and then spreading to other districts of Ha Noi. Four dead, two missing in aftermath of Storm 'Nari' Four people are reported dead, two still missing and dozens injured cross the Central Provinces from night of October 14 until the morning of October 15, with Storm 'Nari' lashing at wind speeds of level 14-15. The Storm destroyed houses, uprooted trees, flattened electric poles along streets and left untold devastation behind. The Central Steering Committee for Flood and Storm Prevention and Control in the Central Provinces and Central Highlands announced the human casualties took place in Quang Nam and Thua Thien-Hue Provinces. Rainfall upto 150-300mm caused flooding in many parts of the Central Provinces and Northern Central Highlands, including Ly Son Islands (Quang Ngai), Bach Ma (Hue), Tam Ky (Quang Nam). Provinces from Thanh Hoa to Thua Thien-Hue saw moderate to heavy rain.
