Vietnam’s cyber crime police under the Ministry of Public Security, and police officers of HCMC and the neighboring province of Ba Ria-Vung Tau arrested three South Korean men organizing the online gambling ring Friday. Kim Joo Hyeon, 46, An Kwang Ho, 41, and 24-year-old Kim Hong Min entered Vietnam on tourist visas and organized online gambling for South Koreans living in the country, police said. During a raid on their rented house in Vung Tau Town, the capital of Ba Ria-Vung Tau Province in southern Vietnam, police seized 20 mobile phones, nine bank cards, 37 desktop computers, two laptops and devices for online payment. The online gambling ring was hosted by a website with its server outside Vietnam, providing thousands of players, mainly South Koreans, with a variety of gambling games. They said Tuesday that the nine, who remain unidentified, were arrested last week in HCMC, the central province of Khanh Hoa, the southern province of Long An and the northern province of Bac Ninh. Preliminary investigations have traced the gambling ring to Cambodian casinos. A group of Vietnamese who went to work in Cambodian casinos in 2015 cooperated with Cambodian gambling ring leaders to set up the Winxxx website for Vietnamese gamblers. Winxxx provides several gambling, betting services through online casinos for soccer, basketball and tennis matches. Gamblers are given Vietnamese bank accounts to transfer money to the ring's organizers in the country. The ring is being investigated further. The trial opened in the Phu Tho People’s Court in the northern province, 80 kilometers (50 miles) northwest of Hanoi. Phan Van Vinh, former director of the General Police Department under the Ministry of Public Security, and Nguyen Thanh Hoa, former director of the ministry’s Departmentfor High-Tech Crime Prevention, are charged with "abuse of power or position in performance of official duties." Vinh was arrested in April and Hoa a month earlier. They could be sentenced to 5-10 years in prison. The 90 other defendants are charged with six different crimes: gambling, organizing gambling, money laundering, and trading illegal receipts. The trial, guarded by more than 500 cops on the opening day, is expected to last for 20 days.
