Appeal trial held for six defendants involved in Dong Tam disturbance

Defendant Le Dinh Cong at the appeal trial that opened on March 8 (Photo: VNA) Hanoi (VNA) – The High-Level People’s Court in Hanoi on March 8 opened a trial for six defendants filing appeals in the case of “ murder ” and “resisting on-duty officers” that happened in Hoanh village of Dong Tam commune, Hanoi’s My Duc district, in January 2020. At the appeal trial, scheduled to last through March 10, there are 11 lawyers defending the defendants and two others representing the families of the three police officers killed in the case. The defendants lodging appeals consist of Le Dinh Cong, Le Dinh Chuc, Le Dinh Doanh, Bui Viet Hieu, Nguyen Quoc Tien, and Bui Thi Noi. At the first-instance trial held in September last year, the Hanoi People’s Court handed down penalties to 29 defendants. Found guilty of “murder”, Le Dinh Cong and Le Dinh Chuc were sentenced to death, Le Dinh Doanh life imprisonment, Bui Viet Hieu 16 years in prison, and Nguyen Quoc Tien 13 years behind bars. With the same offence, Nguyen Van Tuyen received a penalty of 12 years in jail. Accused of “ resisting on-duty officers ”, 23 other defendants were given sentences of between 15 months’ probation to six years in prison. Among them, Bui Thi Noi was imprisoned for six years. According to the first-instance trial’s verdict, this was an extremely serious case in which the defendants’ deeds were extremely dangerous for society, defied and disregarded laws, brazenly infringed upon the State and local authorities’ right activities, and displayed contempt for the lives and health of others, especially those on duty. Their deeds were extremely brutal and inhumane when using petrol to burn the three policemen, the jury said, concluding that the six defendants guilty of “murder” were the masterminds behind the crime, and they also led and directly committed criminal acts. Sending workers abroad: Revising laws helps create transparency

(Photo: VietnamPlus) – The amended and supplemented regulations related to Vietnamese guest worker s have created a transparent environment for sending labourers to work abroad under contracts. A study by the International Labour Organisation ( ILO ) shows that Vietnamese workers abroad often have to pay higher fees than the ceiling service charge rate prescribed by law. Some interviewed people said that they had to pay 163 million VND to 372 million VND (7,000-16,000 USD) to work in Japan and Taiwan (China), much higher than the rate regulated by the law. Therefore, the creation of a transparent environment to send Vietnamese employees to work abroad with contracts will help solve the problem. These changes have all been legalised in the draft revised law on Vietnamese guest workers with contracts. The National Assembly (NA) mulled over the draft revised law during its 9 th session. The draft law was planned to be approved in the upcoming 10th session of the NA. Draft law covers more contents The draft law amended Article 1 on the scope of regulation. It aims to ensure a broader scope of employment relations for Vietnamese workers abroad, and focuses on regulations on Vietnamese labourers working abroad with contracts. The draft law also added the form of citizens going to work abroad through non-business organisations under the People's Committees of provinces and centrally-run cities, and specialised agencies under the People's Committees of provinces and centrally-run cities to implement international treaties and agreements. These public non-business units operate for non-profit and only send Vietnamese employees to work abroad in accordance with signed international agreements. Vietnam reports only one local coronavirus infection on Sunday

Vietnam’s Ministry of Health recorded only one domestic COVID-19 case on Sunday, a day before the nation starts mass inoculation with AstraZeneca. The latest local infection was registered in Hai Duong Province, which is the country’s current epicenter. The patient had been exposed to an infection and been quarantined since February 25. The health ministry also logged four imported cases the same day, including two in Bac Ninh Province in the north and two in Kien Giang Province in the south. Vietnam had gone nearly two months without any domestic COVID-19 cases before it found the first one on January 27 and confirmed it one day later, according to the Ministry of Health’s data. A total of 892 local cases have been announced in 13 provinces and cities since then, making it the most serious wave to have struck Vietnam after the first-ever COVID-19 patient was announced in the country on January 23, 2020. Hai Duong alone accounts for 708 cases, while Hanoi and Ho Chi Minh City have confirmed 35 and 36 patients, respectively. The southern city has recorded zero new local cases for 24 days. Vietnam has recorded 2,512 coronavirus cases as of Sunday night, including 1,585 local infections and 35 virus-related fatalities, according to the Ministry of Health’s data. A total of 1,920 patients have recovered from the respiratory disease. The dead had suffered from comorbid medical problems, including 31 in Da Nang, three in Quang Nam Province, and one in Quang Tri Province. Vietnam will start vaccinating people in the said provinces and cities as well as other priority groups , including frontline workers, diplomats, military and police officers, and teachers on Monday.
