The Ministry of Education and Training sent a document asking its sub-divisions to enhance supervision to private educational facilities after nursemaids at a preschool in Ho Chi Minh City’s Thu Duc District have been accused of frequently abusing and torturing preschoolers.The Ministry said that various types of tortures used by the nursemaids including beating, strangling, pressing heads on the ground, holding noses with towels, slapping faces have badly affected children’s health condition and mental growth as well as caused public concerns.Accordingly the Ministry ordered departments of education and training in coordination with local people’s committees to dress the current situation in private preschools in districts.Education authorities should publicize licensed private, unlicensed and suspended educational institutes so that parents can best select the most suitable educational establishment for their children.The Ministry also requested … [Read more...] about Ministry orders check all private preschools

The Ministry of Education and Training’s regulation banning English in preschool curriculum has received much backlash from local parents.School principals have expressed much embarrassment for the new regulation and empathy for the children who wish to learn a foreign language. The ministry will issue penalties for any school that continues to teach English.Now we must send our children to additional evening school to learn a foreign language, said Vo Minh Khang, father of a three-year-old child in District 1. He would like to see English taught at the public school to save transportation time. If the child studies at multiple schools, there will be conflicting textbooks which will disrupt studies. In the first three months of the year, many cases of food poisoning in schools across the country were reported. Apart from which, Ho Chi Minh City occurred two cases of food poisoning in February and March resulting in hospitalization of many schoolgirls and schoolboys in primary and junior high schools.It is high time to raise the alarm about food safety and hygiene in school as food provided for boarding schools by caters outside and food sold in front of schools are not strictly controlled. In the middle of March, a food poisoning took place in Primary Tran Quang Khai in HCMC’s district 1 driving 44 students who experienced vomiting and nausea after they had lunch including roasted meat, soup, dried vegetables and desserts in the school. Educators have warned that Vietnam may not have enough preschool teachers in the near future, since working teachers want to give up their jobs, while high school graduates do not want to become teachers. According to the Preschool Department under the Ministry of Education and Training, Vietnam is lacking 20,000 preschool teachers in order to execute the universal education program for 5-year old children by 2015. In Ho Chi Minh City alone, there is a shortage of 2000 teachers, which has forced many schools in the city to use babysitters instead. There are 14 operational IZ and export processing zones (EPZ) in HCM City, where65 percent of the total workers come from other provinces. The goals of the preschool education development program – all 5-year-old children would go to preschool by the end of 2015 – proved to be unattainable. Preschool classes remain overloaded, while teachers’ incomes are not high enough to cover their basic needs. The program on preschool education development in 2006 was hoped to create a push to create a breakthrough in the preschool education system. It was allocated a big budget of VND14.66 trillion, of which VND9 trillion had been disbursed by early 2014. A report on the program implementation showed that the majority of the money had been spent on building new schools, public houses for teachers, teaching aids and toys for children. By the 2014-2015 academic year, the number of newly built preschools had increased by 3,000 in comparison with 2006.
