Hanoi economic competitiveness strengthens on 5-year restructuring efforts

During the 2016 – 2020 period, Hanoi’s GRDP is estimated to have expanded by an average of 7.39%, resulting in income per capita of US$5,420 in 2020, 1.8 times the national average. Following five years of implementing program No.03-CTr/TU of the Hanoi Party Committee on economic restructuring for rapid and sustainable economic development in 2016 – 2020, Hanoi’s major economic indicators have grown strongly and contributed significantly to the overall growth of the country. During the 2016 – 2020 period, Hanoi’s GRDP was estimated to have expanded by an average of 7.39%. During the 2016 – 2020 period, Hanoi’s gross regional domestic product (GRDP) is estimated to have expanded by an average of 7.39%, which is in line with the target set by the city’s leaders of 7.3 – 7.8%. This led to an estimated income per capita of VND127.6 million (US$5,420) in 2020, a 1.5-fold increase against that of in 2015 and 1.8 times the national average. Meanwhile, the productivity averaged 6.15% during the five-year period, exceeding the target of 5.4 – 5.9%, as well as the average of 4.9% in the 2011 – 2025, and higher than the country’s target of 5.8%. During the 2016 – 2020 period, total investment capital stood at VND1,742.3 trillion (US$75.2 billion), reaching the target of VND1,700 – 1,750 trillion (US$73.34 – 75.5 billion) and equivalent to 39.2% of its GRDP. In 2019, the number of tourists coming to Hanoi reached 28.94 million, including 7.03 million foreigners. Additionally, inflation was brought under control with the consumer price index (CPI), a gauge of inflation, sharply declining to below 3% from 6.3% in 2015. The economic restructuring process has been shifted towards greater focus on services, industry and construction, with the improved legal frameworks for a socialist-oriented market economy focusing on providing greater support for the private sector. Hanoi’s strong efforts to improve business environment yield results

Hanoi has remained firm in the top 10 business-friendly localities in Vietnam while other provinces and cities are pushing hard to stay competitive in the eyes of the business community. Given Hanoi’s position as Vietnam’s economic hub with the second highest number of enterprises nationwide, the capital city’s ninth ranking in Vietnam’s 2019 provincial competitiveness index (PCI) report with score of 68.8, an increase of 3.40 points from the previous year, is significant. The report, jointly launched by the Vietnam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID), has been produced annually since 2005 to assess the ease of doing business, economic governance, and administrative reform efforts by the provincial and city governments in Vietnam in order to promote the development of the private sector. According to the VCCI, as all provinces/cities are pushing hard to stay competitive in the eyes of the business community, the average PCI score in 2019 of 65.13 was the highest since 2005. While Ho Chi Minh City, despite achieving a higher score than in 2018, has been upstaged by Hai Phong which positioned itself in the 10th place, Hanoi with over 285,000 enterprises has put in strong efforts to keep its place in the top 10. Among the 10 PCI sub-indices, Hanoi has the highest score in Entry Costs, which evaluates entry costs for business startups, at 7.98 points out of 10, followed by labor quality to meet firm needs and low time requirements for bureaucratic procedures and inspections. Animal feed prices rise sharply, farmers hit hard Poultry farmers have been hit hard by skyrocketing feed prices. Tran Quang Trung, a pig farmer in Dong Nai Province’s Thong Nhat District, said a 25kg bag of bran has increased from VND250,000 to VND290,000 (US$11-12.6) since October last year. Prices of raw materials used for feed such as corn, rice bran, and fish flour are also continuing to rise. But farmers cannot hike prices of poultry or cattle since they compete with cheap imported products. In Dong Nai Province, the country's largest chicken producer, the price of chicken has fallen below production cost since feed prices have increased from VND20,000 per kilogramme to VND26,000, causing farmers an average loss of VND3,500 per kilogramme of meat. Poultry and livestock farmers are suffering big losses, especially those with bank loans. Big farms that typically sell 10,000-20,000 chicken of Tam Hoang variety a day are losing VND30-40 million ($1300-1740) daily, according to the Dong Nai Animal Husbandry Association. Pham Duc Binh, deputy chairman of the Viet Nam Animal Feed Association, said animal feed production is controlled by importers and foreign businesses, while all the maize used for the production of animal feed is imported. Viet Nam only produces rice bran and cassava, and has failed to develop areas to grow feed inputs because of poor productivity, and the animal feed supply chain is not comprehensive, he added. The dependence on imports, and the sharp increase in global prices of raw materials due to crop failures and China buying record quantities, means input prices have increased sharply. The lack of empty containers, which are stuck in various ports around the world, to transport goods has increased the prices of imported raw materials further.
