Shopkeepers in HCM City traditional markets want tax cuts for their survival

High taxes are one of the biggest burdens for shops operating at traditional markets in HCM City. — VNA/VNS Photo To support small businesses affected by the Covid-19 pandemic, HCM City authorities have instructed traditional markets to reduce their rents by 50 per cent for six months. The cuts took effect in February, and the city had assigned the Department of Industry and Trade to manage it together with the Department of Finance. The rents will be subsidised by public funds. Tran Thi Hoa, who runs a stall at Nguyen Van Troi Market in District 3, said while she is thankful to the city government for its support for small traders, the cuts would not help much since rents at traditional markets are only VND 200,000 - 300,000 (US$8.7-13) a month, meaning the saving would be less than a million dong over six months. The biggest problem for small traders is the steep fall in the number of shoppers visiting traditional markets, she said. According to many shopkeepers, last year sales at traditional markets fell by 60-80 per cent from previous years. Ben Thanh Market in District 1, one of the city’s oldest markets, has just a few dozen visitors during weekends compared to thousands during normal times. Most of its 3,000 stalls, which sell food, garments, footwear, and handcrafts, are closed. Shops selling Vietnamese handicrafts and fried seafood, favoured by both foreign and local visitors, have been closed since March 2020. “The impacts of the COVID-19 pandemic on my business began last February,” Tran Ngoc Thu, who sells handicrafts at Ben Thanh Market, said. A similar situation has been reported at other wholesale markets in the city, including An Dong in District 5, Binh Tay in District 6 and Soai Kinh Lam in Cho Lon (Big Market) in District 5. Specific mechanism needed to promote Thu Duc City’s growth

Saigon Hi-tech Park, Vietnam National University in Ho Chi Minh City, Thu Thiem new urban area have been set up in Thu Duc City with the expectation of a leading innovative urban in the southern metropolis. Thu Duc City is expected to pioneer knowledge-based economy as well as innovation and digital computing technology—based economy in connection with eco-friendly living environment and sustainable development. With the nuclear Thu Duc City, HCMC hopes to much more contribute to the country. To attain its above-mentioned goals, HCMC authorities have had zoning plan for Thu Duc City with wight functional centers connected with highly interactive and innovative urban area in the east of the city. In the 2020-2025 period, the newly-established city needs VND30 trillion (US$ 1,3 billion) for infrastructure construction and VND6,400 billion for anti-flood work. Peter Hong, vice chairman of the Business Association of Overseas Vietnamese, said that only when Ho Chi Minh City has had specific mechanism for Thu Duc, there will be financial investment sources for Thu Duc City especially for the building highly interactive and innovative urban area. He added that remittances to Ho Chi Minh City have reached over US$5 billion a year as many oversea Vietnamese want to do something benefiting HCMC; therefore, city authorities can call for investment in constructing a road and a high-rise building which is attached the name of donor as a way of showing gratitude to them. Lecturer Le Minh Tien of Ho Chi Minh City-based Open University said that establishment of Thu Duc City is a turning point. The new city is expected to have great achievements; however, to help the new city “take off”, many problems need to be solved including working quality of administrators. Hanoi creates 180,500 jobs despite Covid-19

More than 180,500 people got jobs in Hanoi in 2020 despite the negative impacts of Covid-19 pandemic on almost aspects of life, according to a city leader. Photo: Kinhtedothi.vn Vice Chairman of the municipal People's Committee Chu Xuan Dung said the figure reached 116% of the plan, in which 2,570 workers were sent to work abroad, some 7,400 workers in rural areas found jobs via vocational training and 13,930 employees were recruited through the job transaction services. Mr. Dung said that Hanoi has taken a number of measures to tighten the linkage between vocational education with businesses so as to develop the labor market. "Hanoi has intensified communication so that businesses can see the benefits of linking with job training centers. The city has also mobilized political and social organizations in ensuring the quality of job training as well as job creation," Mr. Dung said. Hanoi also applied new technologies to build a system connecting supply and demand for training model with the participation of schools, enterprises and students. Besides, the city also used the Anti-Unemployment Fund to train employees working in enterprises. This is considered as a preventive solution to combat unemployment and ensure social security.
