Vietnamese, Cuban deputy foreign ministers hold political consultation

Participants in the event included Vietnamese Ambassador to Cuba Le Thanh Tung and Cuban Ambassador to Vietnam Orlando Nicolas Hernandez. Deputy Minister Son spoke of Vietnam’s situation, including the prominent outcomes of the 13th National Party Congress, measures in response to COVID-19, economic development, and social security ensuring. He affirmed that Vietnam always treasures and wishes to continue deepening the special traditional friendship and comprehensive cooperation with Cuba. For his part, Gonzalez also informed about the situation of his country, countermeasures to address difficulties caused by sanctions and the COVID-19 pandemic, and the updating of the socio-economic model. The two officials reviewed and assessed the areas of cooperation between Vietnam and Cuba, as well as between the two foreign ministries. They also looked into ways to develop bilateral relations in a more intensive and comprehensive manner. They agreed to keep close coordination to organize high-level visits when possible; effectively carry out cooperation mechanisms; increase exchanges between the countries’ ministries, sectors, and businesses; promote trade and investment ties; and work together in such spheres as food security, education, healthcare, science - technology, culture, sports, and tourism. At the consultation, the deputy foreign ministers had in-depth discussion about global and regional issues of shared concern. Animal cruelty dealt a blow with new $130 fine in Vietnam

Specifically, beating or torturing domesticated animals, including four-legged mammals like dogs and cats and two-legged avian species like chickens and ducks, could result in fines between VND1 million and VND3 million, while abattoirs could be fined between VND3 million and VND5 million should they either beat animals prior to slaughtering them or not inducing unconsciousness prior to death. The fines would be doubled for organizations committing similar violations, at up to VND6 million. The new decree also increased fines for introducing foreign substances into animals prior to slaughtering to up to VND50 million from the current VND30 million at maximum. A representative for the department of livestock production under the Ministry of Agriculture and Rural Development said the concept of humane treatment towards animals is still new to the population, so fines would not be too severe, only aiming to raise awareness towards the issue. Animal torture in the decree is defined as using force to beat, bind and confine them, or leaving them to starve and not caring for them. …

Việt Nam’s youngest heart transplant patient discharged from hospital

Doctors perform the heart transplant surgery on the youngest patient in Việt Nam. — VNA/VNS Photo HÀ NỘI — Seven-year-old L.X.H, the youngest-ever heart transplant recipient in Việt Nam, has been discharged from hospital, according to the Hà Nội-based Việt Đức Hospital. Before the surgery, the child, weighing only 16kg, suffered from dilated cardiomyopathy and end-stage heart failure. The patient received the heart from a 19-year-old brain-dead donor, with the surgery conducted on February 1. The child’s mother thanked the family of the donor who, she said, has given her child a new life, and the dedication of doctors and nurses of the hospital. This is the fifth heart transplant performed on a child at the hospital. Việt Đức has performed five lung, 36 heart, 92 liver, and nearly 1,100 kidney transplants in total so far. It is the leading centre nationwide for collecting and transplanting organs. All patients are healthy and have returned home. In March 2017, a 10-year-old boy in Hà Nội became the youngest heart transplant patient at that time. After getting the heart from a brain-dead donor, he was discharged successfully. — VNS …
