Challenges in teaching online in Vietnam

Problems have arisen in mass application of online teaching in Vietnam during the social distancing time. Experts believe that the schools which first applied distance training appeared in 1870s in the US and early 1890s in the UK. In Vietnam, distance training modes were first applied in 1990s and they became more common after 2000s thanks to the internet and education market development. The appearance and popularity of internet, digitized data and software technology recently have given a strong push to the development of distance education. This mode of learning can be applied within schools, but also at other institutions and many different fields, with no limitation in boundaries, space and time. The obvious advantages of distance education and training are flexibility, convenience and economy, which satisfies the learning demand of high numbers of students at the same time. However, a lot of problems arose when Vietnam began organizing online teaching on a large scale during social distancing. The most obvious problem is the lack of facilities for online teaching and learning. Not all students and teachers have laptops or smartphones, and not all families have members with proficiency in technological skills. The problem is more serious in remote and difficult areas. Online teaching requires learners to look intently at a screen. It becomes a boring one-way interaction between teachers and learners. Experts have recently mentioned a problem in Vietnam which has existed for a long time that during lessons: teachers just talk and students just write down. And the problem may become even more serious with online teaching if teachers cannot design their lessons well. Because of age characteristics, primary school children find it difficult to concentrate on lessons and they are easily distracted. Vietnam banks pledge to support business sectors hit by nCoV

The Hanoitimes - The central bank is willing to support liquidity for credit institutions, if needed, as they start providing financial support for the economy. Representatives of banks in Vietnam said they are committed to supporting enterprises and customers hurt by the new coronavirus (nCoV) outbreak, by lowering interest rates and restructuring debt maturities, among other measures, the governmental portal reported. The move was in response to a proposal by the State Bank of Vietnam (SBV), the country’s central bank, in a meeting on February 6 discussing measures to support the economy hit by the epidemic. Vice Governor of the SBV Dao Minh Tu said the bank is willing to support liquidity for commercial banks if needed, while lenders should be proactive in offering respective supporting programs to enterprises and individuals, particularly those operating in the fields of tourism, agriculture and trade. Pham Toan Vuong, vice general director of Agribank, said Agribank is evaluating the extent of damage on its customers, both direct and indirect. The lender has hundreds of millions of US dollars available to provide loans with preferential interest rates for enterprises. Vietcombank’s CEO Pham Quang Dung said it is estimated that over 50% of Vietnamese goods and products are affected by the outbreak, including 15% with major impacts if the epidemic persists in long period. However, as current regulations only provide guidance for debt restructuring in the agricultural sector, banks need more specific instructions from the SBV to deal with enterprises in other sectors. Regarding this issue, SBV’s Vice Governor Tu said the SBV would address this issue within two weeks. Tien Giang stepping up administrative reform to foster socio-economic development

The comment was made at an online conference reviewing the intensification of administrative reform and the application of information technology (IT) in Tien Giang’s State offices during 2020, which was chaired by Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Van Vinh on March 4. According to assessments from the committee, administrative reform has been carried out effectively by all local departments and sectors, and administrative discipline gradually put in order. The province has focused on building e-government and posted positive results. Submitting administrative requests at the provincial Centre for Public Services (Photo: VNA) 2020 was the fourth year Tien Giang implemented the “Application of information technology in State offices” emulation movement. All local offices have used software to receive and handle documents, and applied the province’s “single window” software to receive, handle, and return documents.
