Mr. President, I applaud the initiative of the UK Government and yourself, Mr. President, to host this important UNSC open debate on “Addressing climate-related risks to international peace and security”. I would like to thank UN Secretary General António Guterres and Chair of the UN Youth Advisory Group Nisreen Elsaim for your insightful and substantive information and recommendations. Mr. President, Earth – our blue planet, and our shared home – is suffering from grievous impacts of climate change. 2020 was one of the three hottest years in modern history, and was faced with the constant and severe aftermaths of floods, droughts, bushfires, rising sea level, and the unprecedented COVID-19 outbreak. Such calamities have placed great burdens on the political and socio-economic life of many countries. They have caused unemployment and poverty, affected the livelihood of hundreds of millions of people, and risked creating instabilities or exacerbating present conflicts in many countries and regions, thus threatening international peace and security. In addition, conflicts and instabilities would further erode countries’ resilience, and rob them of valuable resources that could have been utilised to overcome the challenges of climate change. Hi-tech agriculture proves effective in Dong Nai Agricultural production has been affected by abnormal weather conditions, climate change, and diseases over recent years. Many farms in southern Dong Nai province have applied high-technology in agricultural production in order to cope with the situation, helping increase quality and output. High-tech production requires massive investment, not just capital but also technology, equipment, and “grey matter”, to adapt to cutting-edge manufacturing methods. High-tech manufacturing models have been expanded around Dong Nai, especially in animal husbandry and on poultry farms. Dong Nai has more than 46,000 hectares of crops using water-saving technology and the province has gradually changed to green breeding in accordance with Vietnamese Good Agricultural Practice (VietGAP) standards. Agriculture accounts for 8.3 percent of Dong Nai’s economic structure and agro-forestry-fisheries value currently stands at nearly 1.8 billion USD. The results reflect the province’s large-scale manufacturing development investment and high-tech application to adapt to unfavourable conditions and meet market demand. Tuyen Quang advised to pay greater attention to forest economy
The PM had a working session with key leaders of Tuyen Quang on February 23 after attending the launching of the tree-planting festival in the northern mountainous province. He stressed that Tuyen Quang should become an important hub of wood industry of Vietnam and the region, asking the locality to mobilize all resources for the goal. At the same time, Tuyen Quang should expand a number of other agricultural sectors, he said, suggesting that the province increase the area of sugar canes for export and call on investors to invest more in agriculture and forestry. The PM reminded Tuyen Quang, the province to pay greater attention to preserving and promoting unique cultural identities of ethnic minority groups in the locality, thus boosting the development of tourism and service sectors. PM Phuc expressed delight at dramatic changes that the province has made in the past 10 years in both urban and rural areas. However, he noted that the province has still faced many difficulties in socio-economic development and investment attraction, keeping it a poor province. On the occasion, PM Phuc visited the Tan Trao special national relic site in Son Duong district, which comprises 183 smaller relic sites having close relations with the national liberation cause in the middle of the 20th century.
