Stricter rules over “ghost projects”

The Ministry of Construction will coordinate with localities to further inspect and investigate to detect, prevent, and punish “ghost” real estate projects in a timely manner. In Hanoi, several “golden land” areas of real estate “big owners” have long been forgotten. Some projects have been adjusted after being put to pasture for a decade. The Ministry of Construction recently responded to Gia Lai province’s voters’ petition which had requested that the Government focus on inactive real estate projects that have misused resources, badly affected rights and benefits of people and the State, and caused social frustration. At the same time, the Government should seriously deal with “ghost”, deceitful and stagnant real estate projects which have triggered social irritation in localities. According to the Ministry of Construction, under current laws, there are specific regulations on planning formulation, approval, management and implementation. Rights of organizations and individuals in planned areas are also regulated. The viewpoint of the Ministry was reaffirmed that the State shall ensure legal rights and benefits of the people living in the areas of inactive projects. “To publicize and be transparent about approved projects, the Ministry has finalized the National Information Portal on Construction Planning at http://quyhoach.xaydung.gov.vn. The Ministry also issued formal documents to request localities to publish their construction planning information on the website under their responsibility in management and implementation of local construction planning. With regard to future management, the Ministry will coordinate with other ministries and localities to further carry out other responsibilities with a number …
