The fire broke out at about 7:17 p.m. Thursday (1017 GMT) on a roadside in Goseong, a northeastern border town some 210 km northeast of the capital Seoul, according to local media reports citing firefighting authorities. Affected by strong wind, the flame rapidly spread to nearby mountainous regions including the Inje county and the cities of Sokcho, Donghae and Gangneung in Gangwon province. As of 7:30 a.m. on April 5 (2230 GMT Thursday), one has been confirmed dead and at least 11 injured. About 250 hectares of forest were gutted by the fire, and some 125 houses destroyed. Thousands of residents were ordered to evacuate overnight. RoK President Moon Jae-in chaired a meeting of the national crisis management center overnight, ordering the use of all available resources to put out the blaze, but firefighters had difficulty due to the strong wind and the darkness. Indonesia’s Central Sulawesi province was hit by 6.1-magnitude and 7.5-magnitude quakes and a subsequent tsunami on September 28, which left over 2,070 dead and around 5,000 others missing. Director of Operations of the AHA Centre Arnel Capili said the centre has established two working groups, one in Jakarta and one in Palu city. Sanamxay district submerged after dam collapse (Source: xinhua) Vientiane (VNA) - The Lao government on July 24 declared Sanamxay district in Attapeu province an emergency disaster zone after the collapse of the Xepian-Xe Nam Noy hydropower dam flooded the district. The Xepian-Xe Nam Noy hydropower dam burst at 20:00 on July 23, releasing 5 billion cu.m of water which caused flash flooding in 10 villages in lower areas and completely isolated Sanamxay district. Five out of Sanamxay district’s villages, namely May, Hinlath, NhaytheSanong Tay, Thasengchan and Thahin, were entirely submerged. According to local authorities, 18 bodies have been found while about 200 people are still missing. No Vietnamese casualties have been reported so far. Under this agreement, the Swiss Agency for Development and Cooperation (SDC) will provide 1.5 million Swiss francs (equivalent to USD1.5 million) to the fund. In addition, the SDC will also provide technical assistance to the fund through the secondment of a Disaster Risk Finance Specialist.ADB has been working with the Government of Pakistan and other development partners to develop a financing window to reduce disasters risks and increase capacity of the government to deal with future challenges. Emerging Asia, which covers India, China, and Southeast Asia, will be revelling in an economic growth rate of 6.3 percent annually from 2018 to 2022, according to the Organization for Economic Co-operation and Development. But there’s a hitch: Asia is also waist-deep in alarming projections of deaths, damages to livelihoods and properties, and worsening inequality because of disasters and climate change. Asia’s robust economic growth is not underwritten. The latest assessment report from the Intergovernmental Panel on Climate Change, the world’s largest scientific body formed to study climate change, found that “People living in low-lying coastal zones and floodplains are probably most at risk from climate change impacts in Asia. Half of Asia’s urban population lives in these areas.
