Ho Chi Minh City mulls ‘tourism tax’ for overnight visitors
The Ho Chi Minh City tourism department is seeking feedback on a proposal to impose a small ‘tourism tax’ on visitors for each night spent in the city. Money raised from the proposed VND23,000 tax, equivalent to roughly one U.S. dollar, would be spent on improving the local tourism infrastructure, the department said in its proposition to the municipal administration. Inspiration for the tax came from revisions to the law on tourism, effective from January 2018, which will allow localities to create a fund for tourism development with revenues generated from tourists. The proposal has so far received positive feedback from local travel companies, who say the fee will be insignificant to tourists but will have huge upsides for Ho Chi Minh City’s tourism infrastructure and promotional opportunities. Photographer Lam Duc Hien of World Press Photo Contest fame sat down with Tuoi Tre (Youth) newspaper during his time at the 2022 Hue Festival to reflect on the portraits that made his name, the life-or-death experiences, and the state of modern photojournalism after spending three decades in the ever-changing industry. How did you get your start in photography? At the beginning, I did not even plan to do photography professionally. It started when I joined a non-governmental organization (NGO) because I want to help people. I went to Romania with them in 1990 and they asked me to take pictures. A Vietnamese man has spent nearly half of the past century on repairing film cameras in Saigon. Nguyen Van Tan, now 68, started his job in 1973 and have followed it since then. Since digital cameras were introduced, film cameras have become less favored and used, resulting in a reduction in the number of Tan’s customers. According to Tan, his job requires patience and passion. Many people had come to him and asked to learn the skill, but they eventually quit after a while. As Tan does not have money to open his own repair shop, he has asked for a spot at a digital camera shop where he could put a table and receive orders to repair film cameras. Transport firms continue to reap high profits as ocean rates fall slowly

SSI Securities forecast that global supply chain disruptions would continue in early 2023 as logistics facilities are insufficient to meet demand. New container ships are being constructed to pick up the slack but construction takes time. That means the situation would improve slowly and the global movements of goods have to depend on China. Global freight rates are projected to go back to normal in the second half of 2023 once preventive measures in many countries, including China, are lifted and the newly-constructed ships launched. 90% of Vietnamese migrant workers are low-skilled: expert
The Ministry of Labor, Invalids and Social Affairs said Vietnam began to export workers in the 1980s, and by today, over 100,000 travel abroad annually. Vietnamese workers are now present in 40 countries and territories and work in over 30 fields, bringing home over $3 billion a year, the ministry added. Nguyen Xuan Lanh, deputy director of Esuhai in Ho Chi Minh City, which has spent over a decade sending Vietnamese workers to Japan, said 90% of Vietnamese workers abroad are low-skilled and have limited expertise and language capabilities. Exporting workers has helped solve employment demand among poor laborers, but has not particularly cared about worker groups adopting the knowledge and skill sets of a foreign work environment, like students or apprentices.
