Khanh Hoa province, on the south-central coast, has recently been leading the way in attaining attraction from both domestic and foreign financiers when it comes to the gas and electricity sector. Among the suitors is one from the United States, proposing the Millennium gas power project with a forecast capacity of 14,400MW and 17 million tonnes of storage for liquefied natural gas (LNG) per year. Joining in are Embark United Co., Ltd. and US Quantum Corporation to establish a 6,000MW gas power venture and a port warehouse to receive and process six million tonnes of LNG per year. Japanese investors did also not ignore the opportunity to develop gas power projects in Khanh Hoa, as Sumitomo Corporation proposed to invest in a 3,000MW gas power scheme and a storage system for three million tonnes of LNG per year, while J-Power Co., Ltd. wants to invest in a gas turbine power project with a capacity of 3,000MW. Despite a slightly slower approach, the province is also seeing the presence of more domestic investors, led by Electricity of Vietnam which proposed a 6,000MW gas power project, while Petrolimex wants to build a warehouse for around three million tonnes of LNG per year. Those involved in the gas power sector all understand that developing such a project in Vietnam is a difficult task, as the country is still in the process of building its Power Development Plan 8 (PDP8). Nevertheless, the total installed capacity of power sources by 2030 is supposed to reach 137.2GW, of which gas accounts for 21 per cent. Tran Ky Phuc, director of the Institute of Energy under the Ministry of Industry and Trade (MoIT) – the unit in charge of building the PDP8 – said that electricity demand in this plan is calculated lower than in the revised PDP7, reducing the forecast amount by 3-4 billion kWh in 2020 and 9-10 billion kWh in 2030. The Government has ordered the Ministry of Transport to complete two component projects of the North - South expressway (Highway NH45 - Nghi Son and Nghi Son - Dien Chau sections) by 2023. The Government has issued a Resolution to implement Resolution No. 1213 of the National Assembly Standing Committee on the transformation of the investment form of these two projects. The resolution assigns the Ministry of Transport to approve the adjustment of the two component projects according to regulations. The Ministry is also assigned to review, determine and take responsibility for the accuracy and reasonableness of the adjusted investment capital of the two component projects. The Ministry of Planning and Investment was asked to coordinate with the Ministry of Finance to arrange capital for these projects. Chairmen of the provinces and cities where the two expressways pass through are responsible for site clearance. The Ministry of Transport has to urgently implement following procedures to meet the deadline for the completion of the two projects in 2023. On February 4, the National Assembly issued a resolution on changing the investment form of these two component projects to public investment. It is expected that the change of investment mode to public investment will promote disbursement of public investment capital, production, supply of construction materials for projects, and create jobs and income sources for workers. According to reports by Le Dinh Quyet, deputy head of the forecasting department at the Southern Regional Hydrometeorology Station, the current heat wave is caused by a subtropical high-pressure system crossing the south. Moving forward over the coming days, Quyet anticipates that the region’s UV Index will remain at a ‘very high’ level, from nine to 10. He therefore predicts that the next five days will see the average temperature in the southern region remain around 34 to 36 degrees Celsius. In Ho Chi Minh City, average temperatures will be around 35 to 36 degrees Celsius, although the real feel may be higher, around 37 to 38 degrees Celsius. Local residents are therefore advised to wear sun protective clothing alongside sunglasses, hats, face masks, and sunscreen when going out during the daytime.
