Service businesses allowed to re-open except discos, bars in HCMC

In his dispatch, Chairman of the municipal People’s Committee Nguyen Thanh Phong ordered leaders of departments, sectors, agencies, chairman of Thu Duc City and local administrators in districts to strictly follow the directions of the Prime Minister, the National Steering Board for Covid-19 Prevention and Control, the Ministry of Health and the city Party Committee and People’s Committee. Specifically, discos, bars, karaoke parlors continued to maintain closed door until further notice while other service businesses were allowed to re-open its operation since March 9 but they have to adhere strictly to the rules of Covid-19 prevention including 5K principles or Khau trang (facemasks) - Khu khuan (disinfecting) - Khoang cach (distancing) - Khong tu tap (no gathering) - Khai bao y te (health declaration) The HCMC Steering Board for Covid-19 Prevention and Control organized a virtual meeting upon the disease development presided by two deputy chairmen of the city People’s Committee Duong Anh Duc and Ngo Minh Chau. Speaking at the meeting, Director of the city Department of Health Professor Nguyen Tan Binh said that the health sector has so far recorded 210 Covid-19 infections including 68 domestically-transmitted cases accounting for 32.38 percent and 138 imported cases making up roughly 65.71 percent and four cases contracting the disease in Vietnam Airline’s quarantine facility. Director BInh said that the health sector is continuing carrying out preventative measures against Covid-19 as well as enhance solutions including health declarations, testing passengers, against the spread of coronavirus. Education regulations about teachers’ ethical conduct stir concern

The new circulars released by the Ministry of Education and Training (MOET) not only have raised concern about the criteria for ranking teachers’ qualifications, but also the criteria about professional ethics. MOET has released Circulars No 01, 02, 03 and 04 setting criteria for professional titles, appointment and defining salaries for teaching officers at public preschools and general schools. The circulars have replaced the old documents issued by MOET and the Ministry of Home Affairs in 2015. First-class teachers Tran Trung Hieu, a teacher at Phan Boi Chau High School for the Gifted, noted that one of the new points of the new circulars is the presence of professional ethics standards. And there are problems in the regulation. Circular No 03 sets four professional ethics standards for third-class secondary school teachers. Meanwhile, second-class teachers, in addition to the standards stipulated for third-class teachers, have to have one more standard: always be exemplary in implementing the regulations on teacher ethics. As for first-class teachers, they have to be "examples of teachers’ ethics, and approach and support their colleagues to implement the regulations on teachers’ ethics". So, the teachers of higher classes will have to meet higher professional ethics standards. Each class of teachers has its own standards and this can also be seen in other circulars. For example, second-class preschool teachers have to "be exemplary in implementing the regulations on teachers’ ethics" in addition to the standards applied to third-class teachers. Hieu believes that it is reasonable to set requirements on the numbers of certificates, degrees, achievements, years of services and professional capability, but is unreasonable to set criteria in professional ethics. “It would be better not to think that the teachers of higher rank need to have higher levels of ethics,” he said, adding that common professional ethics standards need to be …

Dozens of illegal immigrants found in border provinces

Border police detain illegal immigrants (Illustrative photo: VNA) An Giang (VNA) – Police in the Mekong Delta province of An Giang have detected tens of Chinese citizens illegally entering Vietnam. The provincial steering committee for COVID-19 prevention and control said on March 8 that 34 illegal Chinese immigrants had been sent to concentrated quarantine facilities and tested for COVID-19. Further investigation and contact tracing are underway. Local authorities and residents were asked to stay vigilant and follow pandemic preventive measures. Earlier on March 4 and 7, police in Chau Doc city found automobiles carrying seven and 13 Chinese nationals, respectively, who were attempting to leave for Cambodia. Two vehicles carrying 14 Chinese people en route from Chau Doc city to Ho Chi Minh City were detected on March 6. The passengers’ travel history is being further investigated. Meanwhile, police of the northern border province of Cao Bang on March 8 said that 22 illegal Chinese immigrants were recently brought to quarantine centres over COVID-19 concerns.
