Hanoi’s second metro line project again encounters cost overruns, delays
The Nhon-Hanoi Station metro line project, the second of its kind in Hanoi, has just had its total investment revised up by VND1,916 billion (US$82 million) and its completion date delayed until 2027. The prime minister passed a decision on Tuesday approving the cost increase and delay of the project, after considering a proposal from the municipal administration and the Ministry of Planning and Investment. According to the Cabinet leader’s decision, the completion time of the project is now 2027, while its revised price tag is VND34,826 billion ($1.4 billion). The prime minister asked the Ministry of Finance to work with the Hanoi administration and relevant agencies to complete procedures required for the capital adjustment. Ho Chi Minh City’s economic growth projected at 5.87 percent in Q2
Ho Chi Minh City’s economic growth will be more positive this quarter with the gross regional domestic product (GRDP) growth estimated at 5.87 percent, well above the modest 0.7 percent last quarter, chairman of the municipal People’s Committee Phan Van Mai said during a group discussion on Tuesday at the ongoing National Assembly (NA) sitting. With this result, the city may achieve an economic growth rate of 3.55 percent in the first half of the year, chairman Mai cited statistics from the General Statistics Office as saying at a group discussion on a draft resolution on piloting breakthrough policies for Ho Chi Minh City. The city’s industry and construction sector was forecast to improve 4.77 percent this quarter and 0.8 percent in the first half of the year as a whole. The sector fell 3.6 percent last quarter. Cement industry suffers financial losses during Q1

They claimed demand has sharply declined in domestic and export markets while input costs have steadily risen. As a result, cement makers have been posting significant financial losses since the beginning of the year. Vicem Ha Tien Cement Joint Stock Company reported a consolidated net loss of VND85.6 billion (US$3.6 million) for the period, compared to a net profit of VND24.8 billion in the same period last year. The company said demand fell by 18.73 per cent during the first quarter of the year while input costs rose as much as VND15.2 billion, on top of a higher financial cost of VND18.4 billion due to interest rate hikes. However, the court ruled against all the claimant’s demands on Wednesday. Trang had claimed that in June 2017, Tien had asked to borrow VND1.5 billion from her. Trang said Tien had asked for the money to help with preparations for her appearance in the Miss Southern Vietnam 2017 contest. According to Trang, Tien promised to pay the money back in full after one year. Trang, 36, asked her friend Nguyen Quan Trong to sign a promissory note for the loan on her behalf because she feared she wouldn’t be able to collect the debt on her own. Power overhaul plan picks up steam
Vietnam’s long-awaited Power Development Plan VIII (PDP8), confirmed in mid-May, is a milestone in the country’s journey towards energy transition. The main objective of the legislation is to achieve energy security for Vietnam, progressing on its climate change commitments towards the middle of this century, and more specifically to export 5,000-10,000MW of power by 2030. Investors wanted for social housing efforts
Speaking at a May 19 conference on plans to develop one million social houses for lower-income people and workers by 2030, Minister of Construction Le Thanh Nghi said that the ministry would coordinate with authorities to ensure it achieved its social housing targets. The ministry (MoC) has completed the draft amended Law on Housing, which has been approved by the government and submitted to the National Assembly for approval. It is hoped that the amended law will draw policies for social housing development and take effect from 2024, including planning and reserving land for social housing development, selection of project investors, and procedures for implementation. As of Q1 2023, Vietnam has completed just over 300 social housing projects in urban areas and worker housing projects in industrial zones (IZs), with nearly 156,000 units in total. Specifically, in April only two projects were opened for sale, providing 12 apartments to the market, down 69 per cent from the previous month and down 98 per cent compared to the same period last year. Particularly, the Central region recorded the fourth consecutive month that no new projects were introduced to the market. “It is expected that in the next few months, supply and demand may increase slightly.
