The negotiation of the Paris Peace Accords (signed January 27, 1973) was one of the longest running negotiations in the history of international diplomacy. Why did it take 5 years for the Accords to be signed? An international negotiation would normally only take several days, or several months. But negotiations for the Paris Accords lasted almost 5 years for many reasons, including politics, complex historical contexts and unpredictability on the battlefield. First, the stances taken by U.S. officials and the Democratic Republic of Vietnam at the beginning of negotiations were vastly different, almost opposites of each other. This was a turning point in the national history, creating a new advantage for Vietnam’s struggle, contributing to the Spring 1975 General Offensive, which ultimately liberated the South and reunified the country. A fight on battlefield of diplomacy Since 1965, together with sending troops to invade the Southern region and conduct the destructive warfare in the Northern region, the U.S. conducted numerous diplomatic campaigns, with an aim to force Vietnam to negotiate unconditionally. Under this scenario, the Party affirmed the determination to fight against the invaders. During the 13th conference of the Party Central Committee in January 1967, the Party decided that the political and military warfare in the Southern region was a decisive factor for the victory in the diplomatic battlefield. Cao Bang marks VPA’s 70th founding anniversary
PANO – Cao Bang province on December 15 th solemnly organized a ceremony to mark the 70 th founding anniversary of the Vietnam People’s Army (VPA) and 25 th anniversary of whole people’s defence day, and announce Tran Hung Dao forest’s recoginition as a special national relic site. The event was attended by State President Truong Tan Sang. Opening the ceremony, Secretary of Cao Bang Provincial People Committee and Chairman of the provincial People’s Council Ha Ngoc Chien recalled the establishment and victorious revolutionary traditions of the VPA and the province.
