Cao Van Ly, 65, was arrested to be investigated for resisting law enforcement, police of Vinh Phuc's Vinh Tuong District said Tuesday. On Sunday last week, a police team of five was patrolling in Hoang Xa Village at around 2:20 p.m. when they signaled for Ly to stop his car for an alcohol check. Upon getting closer to the team, Ly made a U-turn with his car and attempted to drive in the direction of Tuan Chinh Village, local media reported. Police officers then approached the car and requested it to return. Ly then got off the car and explained that he was going the wrong way. When the police requested Ly to back off his car to the side of the road, Ly locked his car door and continued to drive towards the direction where the officers were standing. South Korean court orders state to compensate Vietnamese woman for Vietnam War massacre
Nguyen Thi Thanh, who said that she was a survivor of the mass killing of about 70 people in Phong Nhat - Phong Nhi Village in the central province of Quang Nam in 1968 by South Korean marines, filed a damages suit against the South Korean government in 2020, seeking ₩30 million as compensation. Thanh said she lost her family members and received gunshot injuries during the incident, the Yonhap News Agency reported. The Seoul Central District Court on Tuesday ruled in favor of Thanh, ordering the state to compensate her the aforementioned amount of money, plus interests. While the South Korean government argued that it was immune to the damages suit filed by a Vietnamese due to an agreement signed between Vietnam, South Korea and the U.S., the court rejected the argument. It also rejected another claim that the South Korean marines’ involvement in the murder has not been clearly proven, or that it was justifiable in the context of the war. Many tourists in HCM City choose to travel around the city by cyclos. The number of cyclo drivers in HCM City has sharply reduced over recent years due to the city’s rapid urbanisation. To compete with app-based taxis, drivers have upgraded their cyclos, using stainless lightweight steel. A cyclo driver near Ben Thanh Market, Nguyen Thanh Hue, said that a cyclo was worth around VND20 million. A cyclo tour around the city is some VND300,000 while the price is just half that for a short distance like around Ben Thanh Market area, Hue added. Foreigners like taking photos with cyclos.
