The Vietnam Agent Orange Victims' Association (VAVA) has raised almost 1 billion VND nationwide in preparation of the Day for Agent Orange/dioxin Victims (August 10). VAVA Deputy General Secretary Tran Xuan Thu on July 29 kicked off a series of celebrations for the event with a visit to victims in northern Ha Tay province, bringing them gifts worth 300,000 VND each. The association has planned to visit the Friendship Village also in Ha Tay province, the Peace Village in Hanoi and other charity centres which are providing care for A/O victims in Ha Nam and Nam Dinh province, all in the north. In Ho Chi Minh City, VAVA Deputy Chair Nguyen Thi Ngoc Phuong is scheduled to visit the Peace Village, the Tu Du Hospital and the Thien Phuoc A/O Child Victims Caring Centre. The joint venture, Vietlott, said on November 19 that its 54th draw showed the ‘Mega 6/45’ jackpot combination of 09-23-33-38-41-42, with the winner to claim VND56.1 billion (US$2.48 million). A ticket sold in the southern province of Ba Ria-Vung Tau has been discovered matching this combination, Vietlott added. On November 13, the lottery’s 51st draw found the third winner, who was entitled to US$3.17 million, after buying a ticket in Ho Chi Minh City. The Government plans to invest US$24 billion in the education sector from 2008-2020, according to the Ministry of Education and Training. To raise the capital, the State plans to issue bonds worth US$235-294 million annually. Under the ministry's national education development strategy, schools will be upgraded with accommodation facilities for teachers. In addition, around US$1.1 billion will be raised from Official Development Assistance (ODA) for the education sector over the next five years. Some 60 percent of lottery sales, estimated to be worth US$234 million this year and US$317 million in 2012, will also go to the education sector. Funds mobilized from other sources, particularly individuals and businesses, are expected to meet 8-10 percent of the total education budget.
