Tremors that inflicted more suffering on a border area, already plagued by conflict, left people on the streets burning debris to try to stay warm as international aid began to arrive. But some extraordinary survival tales have emerged, including a newborn baby pulled alive from rubble in Syria, still tied by her umbilical cord to her mother who died in Monday's quake. "We heard a voice while we were digging," Khalil al-Suwadi, a relative, told AFP. "We cleared the dust and found the baby with the umbilical cord (intact) so we cut it and my cousin took her to hospital." Taxing housing necessary but challenging: experts
The government plans to enact a new law on real estate taxation in place of the Law on Agricultural Land Use and the Law on Non-Agricultural Land Use, and separating houses and land for tax purposes. There is currently a very low tax on lands and, unusually for any country, none on houses. The Government is on course to submit the bill to the National Assembly for comments in October 2024 and approval in May 2025. Several experts told VnExpress they agree that taxing houses and lands is necessary in the context that the property market is opaque and plagued by speculation, lack of systematization and ineffective management. Captain and vessel owner Le Quang Anh of Tam Hai commune, the province’s Nui Thanh district, said that before any fishing trip, he brings documents to Ky Ha port border guard station for registration. The documents include the list of crewmembers, their working positions, hull insurance contract, crew insurance, and the vehicle's license plate. He said that in addition to bringing along fishing equipment and tools, fishermen must fully comply with regulations on the at-sea fishing process following the Law on Fisheries. For offshore fishing vessels, these requirements are much stricter to restrict their operation in other countries' fishing grounds.
