Top legislator chairs National Election Council’s third meeting

In his report delivered at the meeting, Tran Van Tuy, head of the NA Committee for Deputy Affairs and deputy head of the Sub-Committee for Personnel Affairs said that after the first negotiation, the Presidium of the Vietnam Fatherland Front (VFF) Central Committee has given proposal to the NEC and the NA Standing Committee on the quantity of candidates to the 15th NA from the VFF and its member organisations. He said that the list has higher numbers of candidates who are non-Party members and those from ethnic minority groups, and at least 35 percent of female candidates. NA General Secretary, Chairman of the NA Office and head of the NEC Office Nguyen Hanh Phuc said that the NEC and relevant agencies should focus on directing central and local organisations, agencies and units on the introduction of candidates and the organisations of meetings to collect voters’ opinions on the candidates, as well as the formation of election committees at all levels and receiving the nomination documents and making plans on allocating NA deputies from the central level to become candidates in localities. It is necessary to organise the second negotiation to make a list of candidates, while gathering the ideas of voters in the candidates’ residence, while adjusting the structure, components and number of candidates from central and local organisations, agencies and localities, he said. In order to keep a close watch on the preparations in localities, Phuc suggested that the NA Standing Committee issue a plan to organise election supervision groups, while continuing to issue guiding documents, dealing with denunciations and complaints related to election, and ensuring safety and orders throughout the election. Hanoi, HCMC mandate self-isolation for people from Hai Duong outbreak areas

The Hanoi Health Department required people entering Hanoi from Hai Duong Town (the capital city of Hai Duong Province), Kim Mon Town, Kim Thanh and Cam Giang Districts to isolate themselves at home. They also have to medically declare themselves and install Covid-19 contact tracing apps like Bluezone or NCOVI. Those who tested negative for the novel coronavirus within three days before leaving Hai Duong would not have to isolate themselves, it added. Though Ho Chi Minh City no longer isolates those entering the city from Hai Duong at centralized quarantine zones, people coming from 16 Hai Duong locations where Covid-19 patients were recorded in the latest outbreak must still self-isolate, according to the HCMC Center for Disease Control (HCDC). The 16 locations are Cong Hoa Ward, Van Duc Ward, Sao Do Town, An Lac Commune, Hung Dao Commune, Nam Tran Commune, Lai Cach Town, Tan Truong Commune, Cam Dien Commune, Luong Dien Commune, Thanh Binh Ward, Nhi Chau Ward, Kim Lien Commune, Kim Dinh Commune, Ke Sat Town and Thanh Lang Commune. Northern Hai Duong Province, the epicenter of a recent coronavirus wave in Vietnam with 684 cases, ended 15 days of province-wide social distancing Wednesday. But over 900 Covid-19 checkpoints were still active in the province, while certain areas with coronavirus outbreaks are still under lockdown, including Kim Dinh Commune with a population of over 7,400. Five COVID-19 cases in Hai Duong raise local infection tally to 1,566

All the new infections in Hai Duong are F1 contacts of infected patients who had been quarantined earlier. The same day, the southern province of Kien Giang also recorded two imported cases which were immediately put into isolation upon entry. As many as 873 locally-transmitted cases were found since the initial recurrence of the virus in the northern provinces of Hai Duong and Quang Ninh in late January. As of 6 pm March 3, the country recorded a total of 2,482 positive COVID-19 cases, including 1,566 domestic infections and 916 imported ones. Furthermore, more than 59,000 individuals have been placed into quarantine nationwide after coming into close contact with infected people or having recently returned to the nation from pandemic-hit regions. The number of community cases in the northern province of Hai Duong  was registered at a total of 689 since the virus first remerged in the country late last month. The management board of Hai Duong province’s industrial zones (IZs) requested that enterprises throughout the locality routinely test their employees and managers for COVID-19. According to the management board, factories located at IZs in Kim Thanh district are able to resume work, although they must follow the Ministry of Health’s regulations regarding COVID-19 prevention. The local administration must therefore remain vigilant in the fight against the pandemic due to possible outbreaks being able to occur, Thang warned. …
