In order to create a market-oriented socialist economy in the early 1990s the Government assigned the Ministry of Finance and the State Bank of Viet Nam the job of building and developing the stock market in Viet Nam. Based on the ministry's plans, the Government issued Decree No 75/ND-CP (dated November 28, 1996) formally setting up the State Securities Commission.
